THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Cooperation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international cooperation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
The Director General's Office provides strategic direction and oversees the overall operations of the Agency including the co-ordination and management of its programme of work and budget, Steering Committee affairs, and the seven standing technical committees and their subgroups.
We are looking for a dynamic and innovative Administration and Planning Officer to provide support to the Director General’s Office. The successful candidate will report to the Director-General and receive day-to-day direction from Manager, Administrative and Strategic Coordination. S/he will carry out a full range of administrative tasks and support work conducted by the Office of Policy and Coordination on behalf of the Director General. The ideal candidate will be a problem-solver with the ability to work flexibly, learn quickly, and carry out assignments with minimum supervision. The successful candidate will welcome the challenge of working in a vibrant, fast-paced environment.
Job Description
Main Responsibilities
Support for the NEA front office
As directed by the Manager, Administrative and Strategic Coordination:
- Conduct administrative tasks in support of the Director-General and Deputy Director-General. Such taks include schedules, setting up appointments, meetings and related logistical arrangements,organising official international missions and preparing all travel arrangements, including arrangements with Japanese stakeholders in Japanese.
- Draft routine correspondence in English, French and Japanese. Communicate effectively and professionally with external parties by telephone and email.
- Manage NEA administrative tasks requiring the Director-General, the Deputy Director-General and Senior Advisors approval or attention, including staff missions and contracts.
- Filter incoming calls and respond to general enquiries.
- Identify priority issues and bring them to the Director-General’s attention.
- Carry out other related duties as assigned.
Support for the Office of Policy and Coordination
As directed by the Manager, Administrative and Strategic Coordination:
- Contribute to cross-cutting policy initiatives, programmes, and special projects,including those with Japanese stakeholders.
- Establish strong working relationships with internal and external partners.
- Support the gathering of substantive inputs from NEA divisions for assigned policy, programme, or project deliverables.
- Draft, edit, and quality-control mission books, decision-support documents for the Director-General, and other documents.
- Conduct background research and analysis on issues relevant to the Director-General’s priorities and the Agency’s strategic objectives.
- Support monitoring and reporting on assigned initiatives, ensuring continuity between policy discussions, decisions, and follow-up actions.
Qualifications
Ideal Candidate Profile
Academic Background
- University degree or equivalent experience in Public Policy, International Relations, Political Science, Economics, Public Administration, Business Administration, or a related field.
Professional Background
- Proven relevant experience in a highly autonomous administrative role engaging with senior officials. Experience working in an international environment is an asset.
- Demonstrated capacity to manage complex timelines, multiple stakeholders, and competing priorities in dynamic environments.
- Experience preparing briefings, background notes, and coordination materials for cross-functional initiatives.
- Familiarity with results-based management, programme monitoring, or project tracking frameworks is an asset.
- Experience contributing to cross-cutting policy initiatives and special projects. Strong understanding of strategic planning and policy cycles, with the ability to align divisional inputs to organizational objectives.
- Excellent drafting and quality-control skills. Experience preparing mission books, executive briefings, decision-support notes, and policy documents. Experience producing clear, structured, and politically sensitive outputs under tight deadlines.
- Excellent knowledge of the administrative rules and procedures of the OECD or the ability to learn and assimilate such rules and procedures quickly.
- High degree of discretion and ability to work and communicate effectively and with tact and diplomacy in a multicultural environment with colleagues at all levels, and with delegations and high-level stakeholders.
- Experience managing conflicting requests according to strict deadlines and ability to work rapidly and accurately under pressure.
- Ability to write and communicate on a professional level in Japanese is an asset.
- Experience supporting interactions with Japanese Stakeholders is an asset.
- Ability to work independently and to take initiative.
Tools
- Excellent knowledge and experience in the use of the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Knowledge of or the ability to quickly learn other software applications including those used at the OECD such as: eOSG, SharePoint, Concur, Event Management System, Conference Reservation Management System, Authoring Environment, SRM.
Additional Information
Languages
- Excellent written and oral command of one of the two OECD official languages (English or French), with a demonstrated ability to draft clear and concise documents; and working knowledge of, or willingness to learn, the other.
- Written and oral command of Japanese is an asset.
Core Competencies
- OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of the hiring processes: Vision and Strategy (Level 1), Enable People (Level 1), Ethics and Integrity (Level 1), Collaboration and Horizontality (Level 2), Achieve Results (Level 1), Innovate and Embrace Change (Level 1).

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal to a maximum of 36 months.

- Monthly salary starts at 5227 EUR, plus allowances based on eligibility, exempt of French income tax.
