The Field Monitoring Assistant (FMA) has an essential role in the implementation of the Country Office’s [M&E Strategy/ M&E Action Plan] at the field level. The FMA collects data related to WFP’s programme implementation and ensures this data is submitted for further analysis and disseminated through appropriate channels, to inform operational decision-making and strategic reorientation. The FMA engages frequently with WFP’s beneficiaries and Partners. The staff member will work under the guidance and supervision M&E Associate at country office level, and will perform the following responsibilities:
  • Apply corporate standards in all monitoring activities, including standard operating procedures (SOPs), the Corporate Results Framework (CRF) and M&E corporate policies and guidance.
  • Work closely with programme units at the field level to ensure monitoring provides the necessary information for programme improvements.
  • Establish and maintain good partnerships with WFP’s beneficiary communities and partners, where applicable.
  • Mainstream gender, equity, disability, protection, human rights and other inclusion issues as appropriate in all M&E work.
  • Support training of enumerators and partners, working closely with programme where relevant.
  • Based on knowledge of the country context and community needs, suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Collect output, process and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, retail performance monitoring, surveys and qualitative monitoring methodologies (i.e., Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by M&E, and support the implementation of remote monitoring as relevant.
  • In coordination with partners, provide information about activity sites to the country office to inform sampling plans.
  • Working closely with CFM Manager, ensure that CFM channels are established and issues raised are incoprtated in M&E tools for further investigation.
  • Keep track of monitoring visits and coverage, ensuring that all activity sites are monitored at least once a year, with more frequent visits to priority sites.
  • Follow ethical guidelines during monitoring activities.
  • Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring results are timely, complete and of high quality.
  • Verify, clean, analyze and interpret monitoring data according to information needs of various audiences.
  • Submit data to centralized databases managed by CO as appropriate.
  • Assist during technical support missions from the CO M&E team, evaluation teams or other missions related to M&E.
  • Submit back-to-office reports from field missions and use an escalation system for reporting on issues, assigning focal points to take action and tracking actions taken.
  • Work closely with programme staff in the field to ensure that quality data is captured in the Country Office Tool for Managing Effectively (COMET).
  • Attend regular meetings between M&E and programme at the field level to review monitoring findings and discuss recommendations.

QUALIFICATIONS & EXPERIENCE

Education: Post high-school diploma in social sciences or equivalent

Experience: Four years' experience in data collection, analysis or data management.

• Has experience in using one of the analysis software such as microsoft excel, SPSS, R etc.
