About the Country/Multi-Country Office

The Isthmus and Caribbean Multi-Country Office (ICMCO), based in Panama, oversees UNOPS operations in Panama, Costa Rica, and the English/Dutch Caribbean States. In Panama, UNOPS has supported national partners since 2009 through technical advisory services and the implementation of complex infrastructure, procurement, and project management initiatives—strengthening public sector efficiency and enhancing quality of life. In Costa Rica, UNOPS has collaborated with four successive administrations on 17 projects, consistently aligning with national priorities and legal frameworks. Key achievements include major transport and water infrastructure such as the Binational Bridge over the Sixaola River, multiple underpasses and bridges, aqueducts in Liberia and Nicoya, and the Circunvalación Norte highway. Across both countries, UNOPS promotes sustainability, resilience, and national capacity-building while also providing operational support to other UN agencies in the region.

UNOPS en Costa Rica desarrolla iniciativas estratégicas en sectores clave como infraestructura vial, agua, saneamiento e infraestructura verticalEl/la Especialista Senior operará bajo una modalidad de contrato por retención de servicios (Retainer), brindando asesoría técnica experta a las/los Gerentes de Proyecto en la administración de contratos complejos.

Este rol es fundamental para garantizar que los acuerdos suscritos por UNOPS, o por sus asociados, se ejecuten bajo los más altos estándares de transparencia y eficienciaEl contexto de trabajo requiere una supervisión rigurosa de los mecanismos contractuales, la evaluación de modificaciones técnicas y la coordinación con el Grupo Legal (LG) para mitigar riesgos legales y financierosAdemás, las funciones incluyen visitas técnicas a los sitios de las obras, a menudo fuera del área metropolitana, para verificar que las especificaciones técnicas se ajusten a la normativa del BCIE (Banco Centroamericano de Integración Económica)Todo esto se enmarca en un enfoque de gestión sostenible, derechos humanos y perspectiva de género.

Role Purpose

El propósito de esta posición es brindar servicios de asesoría experta a las/los Gerentes de Proyecto en la gestión integral de los contratos de obra suscritos por UNOPS y sus asociadosEl/la Especialista Senior asegura que la ejecución contractual se realice bajo un análisis técnico y legal riguroso, interpretando cláusulas, evaluando impactos en tiempo y costo, y mitigando riesgos financieros para la organización.

Su función es crítica para garantizar que las obras de infraestructura cumplan con los términos acordados y con las normativas internacionales (como las del BCIE), actuando como un puente técnico entre la ejecución en sitio, la gerencia de proyectos y el soporte legal de la organizaciónEn última instancia, el rol busca asegurar la transparencia y la eficiencia en la entrega de infraestructura sostenible para mejorar las condiciones de vida en Costa Rica.

Functions / Key Results Expected

Bajo la supervisión de la Gerencia de Proyecto, el/la Especialista Senior será responsable de los siguientes resultados clave:

1. Asesoría y Gestión Contractual Especializada

  • Interpretar, analizar y brindar asesoría estratégica al/la Gerente de Proyecto en todos los asuntos relacionados con la gestión de contratos.

  • Controlar y supervisar las interpretaciones contractuales específicas, asegurando el conocimiento profundo de los mecanismos y plazos para dar respuestas oportunas.

  • Analizar y emitir dictámenes sobre la aplicabilidad de las cláusulas contractuales según el caso específico.

  • Evaluar y proponer modificaciones a los términos contractuales u otros acuerdos del proyecto, coordinando con el Grupo Legal (LG) de UNOPS cuando sea necesario.

2. Análisis de Impacto, Costos y Tiempos

  • Realizar estimaciones de costes y evaluar los impactos monetarios derivados de la aplicación de cláusulas contractuales específicas.

  • Llevar a cabo análisis técnicos y cálculos de impactos en tiempo y costes relacionados con diversos aspectos del contrato, con el apoyo del equipo de especialistas.

3. Supervisión Técnica y Coordinación

  • Realizar visitas técnicas a las obras para revisar aspectos específicos de la gestión contractual y verificar el cumplimiento de especificaciones técnicas basadas en la normativa BCIE.

  • Asistir a reuniones de seguimiento y discusión sobre la gestión contractual previa solicitud de la Gerencia de Proyecto.

  • Coordinar directamente con el Grupo Legal de UNOPS, a través de la Gerencia de Proyecto, ante la identificación de cualquier asunto legal relevante.

4. Informes y Reportes

  • Generar y entregar informes detallados o criterios técnicos sobre las interpretaciones contractuales gestionadas.

Education Requirements

Educación

  • Se requiere aportar título universitario de Maestría (Máster´s degree). Deseable en las siguientes áreas: Ingeniería Civil, Derecho y/o área relacionada.

  • Se aceptará título universitario de Licenciatura (Bachelor´s degree) preferiblemente en algunas de las siguientes disciplinas: Ingeniería Civil, Derecho y/o áreas relacionadas siempre y cuando se acredite un mínimo de siete (7) años de experiencia relevante.

Experience Requirements

Experiencia laboral

  • Mínimo 5 años de experiencia (o más dependiendo de las credenciales académicas) en gestión contractual y /o contratación administrativa.
  • Experiencia mínima de 3 (tres) años en gestión de contratos de obra pública con financiamiento de fuentes internacionales es requerido.
