Country Program Overview
CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria, dengue, and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, NDCs and more.
Regarding dengue specifically, CHAI provides technical assistance and funding to the National Dengue Control Program (NDCP) at the National Center for Parasitology, Entomology, and Malaria Control (CNM), with the goal of reducing the burden of disease and deaths from dengue and Aedes-borne arboviruses in Cambodia by 2035. The overall objective of CHAI's dengue work in Cambodia is to introduce the Wolbachia method as a novel dengue intervention and to ensure that CNM's NDCP has evidence-based strategies, strong operational plans, a comprehensive surveillance system, and sufficient financial resources to effectively implement interventions for reducing disease burden and deaths from dengue and Aedes-borne arboviruses. CHAI’s dengue team and program are led by CHAI Cambodia’s Infectious Diseases (ID) Cluster, a dedicated team of more than ten technical specialists responsible for implementing CHAI programs across HIV/AIDS, tuberculosis, malaria, dengue and diagnostics, and supporting Cambodia’s priorities around infectious diseases control.
Position Overview
CHAI is seeking a highly motivated and flexible individual to serve as a Senior Analyst on the Wolbachia/Dengue team, and as part of the CHAI Cambodia ID Cluster, to support the small-scale Wolbachia intervention for dengue in Cambodia. The Senior Analyst will work collaboratively with the Senior Associate to ensure that Wolbachia interventions at both national and subnational levels are well-implemented with strong results. These results will help inform whether the intervention is feasible to scale to other high-risk areas of Cambodia and identify the adjustments needed to enhance rollout in other provinces. The role requires collaborative work to support the NDCP and subnational teams in developing SOPs/guidelines and IEC/BCC materials, including design and translation.
The Senior Analyst will be particularly responsible for conducting household mapping for entomological surveillance, mosquito collection and Wolbachia release points; strengthening dengue surveillance, monitoring and data reviews on dengue incidence, severity, hospitalizations, and deaths; planning, conducting, and analyzing household community surveys. The Senior Analyst will serve as a key liaison between the NDCP team, technical units, and program staff at CNM, and thus must possess the ability to observe and understand capacities and challenges across departments and at different levels of the Cambodian health system.
Competitive candidates will have outstanding problem-solving skills, analytical ability, and communication skills. The candidate must be self-driven, entrepreneurial, and adaptable, and be able to function independently and flexibly with a strong commitment to excellence. The position reports to the Senior Program Manager and will work out of CHAI Cambodia’s office and CNM’s central office, both based in Phnom Penh. The position requires in-country travel to subnational geographies approximately 30% of the time.
Program Management & Capacity Building
- Support NDCP and subnational teams to develop Wolbachia community engagement IEC/BCC materials, training materials, job aids, and household acceptance surveys according to community engagement SoP
- Facilitate/organize trainings to build the capacity of provincial, district, and health center staff in community engagement and entomology (mosquito collection, identification, monitoring etc.)
- Coordinate with PHD/OD/HC staff to conduct community engagement activities according to the community engagement strategy during pre-release and post-release phases
- Strengthen program management at both NDCP and PHD levels, including planning, budgeting, forecasting, monitoring, and reporting
- Work proactively with NDCP and subnational teams in conducting community engagement household surveys, including data collection and analysis,
- Provide technical assistance to support quality implementation of Wolbachia deployment activities according to release methodology
Vector Monitoring and Disease Surveillance
- Engage closely with CNM and subnational teams to monitor Wolbachia introgression rates in local mosquito populations Work collaboratively with NDCP and subnational teams to map locations/households for regular mosquito trapping and collection to measure vector density and distribution
- Support the design, implementation, analysis, and reporting of entomological and epidemiological surveillance data to analyze trends in vector density, distribution, and dengue incidence, hospitalization, and deaths in deployment area before and after Wolbachia deployment
- Provide technical support and coordination to the NDCP team to strengthen the Dengue Information System (DIS) to enable efficient, accurate, complete and timely data capture and reporting nationwide, identifying possibilities for integration and interoperability
Strategic Guidance and Stakeholder Engagement
- Identify strategic areas for expansion and contribute to internal strategic planning at NDCP as needed
- Document lessons learned, challenges, and best practices to inform future scale-up and adaptation
- Contribute to the development of reports, presentations, and other materials for internal and external stakeholder
- Work closely with all CNM units and the CHAI Global/Regional team to maintain the overall strategic direction of the project
- Promote effective communication within teams at the PHD/OD and NDCP levels to establish effective coordination mechanisms for maximum impact
- Perform other responsibilities as needed
- Bachelor's degree, ideally in a relevant field (information systems, epidemiology, biology, public health, or computer science)
- 1–2 years of professional experience in the private or public sector with increasing levels of responsibility in business analysis, data management, program implementation or a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives
- Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with various stakeholders and users, preferably for disease surveillance or public health
- Ability to work collaboratively within a team and contribute proactively to team goals
- Ability to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously
- Strong interpersonal and communication skills (written and oral in English) and ability to build and nurture relationships in challenging and multicultural environments
- Excellent work ethic and self-motivated
- Proficiency in MS Office, including Excel, PowerPoint, Word, and other relevant tools
