Mission and objectives

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

Context

WFP Tanzania is implementing a five-year (2022 – 2027) Country Strategic Plan (CSP), that aims at supporting the government’s efforts to deliver equitable and inclusive economic growth for the people of the United Republic of Tanzania through investments in human capital, resilient livelihoods, and nutritious diets. The CSP is firmly anchored in and guided by the Five-Year Development Plan III (FYDP III), the Government of Zanzibar’s medium-term development strategy for 2021–2025, the agricultural sector development programme (ASDP II), and the second national multisectoral nutrition action plan, covering 2021–2026 (NMNAP II), and the strategic priorities of the United Nations sustainable development cooperation framework.
Outcome 3 of the CSP supports smallholder farmers to achieve climate-resilient livelihoods, improved food security and nutrition through sustained smallholder access to markets, enhanced value chains and sustainable management of natural resources. Activity 5 of Strategic outcome 3, provides technical assistance smallholder farmers to diversify livelihoods, reduce post-harvest loss and improve access to market information and technologies.
The Programme Policy Officer will be responsible for a new one-year project focusing on Enhancing Food Security and Agroecosystem Restoration Through Promotion of Regenerative Agriculture working directly under the supervision of Activity 5 manager based in Dodoma office. The position will be responsible and support delivery of programme and interventions that promote agricultural production and productivity through regenerative agricultural practices, post-harvest handling and storage, collective aggregation and marketing and promote market linkages through delivery of business development services (BDS) and linkages to viable predictable markets. In addition, the position holder will promote linkages with the ongoing Youth in Work (Vijana Kilimo Bishara) activities that promote youth and women employment.
This position support strong WFP partnerships with local and international, public, and private organizations and institutions working on smallholder farmers market development, post-harvest handling and livelihoods development to enhance service access for smallholder farmers.

Task description

Under the supervision of Programme Manager, the Programme Policy Officer will provide technical support to implementing partners, stakeholders, and the community, ensuring quality of implementation, process monitoring, and reporting on implementation status. Additionally, the position holder will support the Activity Manager to design, train, and roll out implementation of activities and interventions on regenerative agriculture, post-harvest handling, collective aggregation and marketing, business development services, youth and women entrepreneurship, linkage to viable markets, and other agricultural services.

Specific tasks and responsibilities will include the following:

Lead innovative technology transfer initiatives for smallholder farmers through strategic partnerships with the Tanzania Agricultural Research Institute (TARI ) and SAGRI, enabling the timely generation and dissemination of satellite-based soil fertility and carbon data.

Act as a liaison and coordination focal point with local partners, Japan International Cooperation Agency (JICA), TARI, and local government authorities to ensure harmonized planning, joint implementation, and coherent delivery of regenerative agriculture and market support interventions.

Coordinate the dissemination of information generated by SAGRI in collaboration with TARI and promote other innovations to improve agricultural production and productivity.

Provide specialized technical support to cooperating partners (CPs) across key thematic areas to strengthen agricultural production and productivity, including improving smallholder access to quality agricultural services in line with World Food Programme (WFP ) programme standards and government priorities.

Support capacity strengthening initiatives by contributing to the design and delivery of training for technical staff from CPs, local authorities, and service providers on project methodologies and other implementation tools.

Ensure the integration of gender, protection, and community engagement approaches across all activity components, promoting gender-transformative programming and building community capacity in alignment with WFP cross-cutting priorities.

Support the identification, assessment, and targeting of farmer organizations and pro-smallholder aggregators, including conducting due diligence, organizational profiling, and analysis of governance and business management capacities.

Provide technical guidance on good agronomic practices (GAP), regenerative agriculture, post-harvest handling, and market linkages, ensuring that CP implementation is consistent with WFP quality standards and evidence-based approaches.

Facilitate partnerships and strengthen service delivery models by providing CPs with timely information and guidance to enhance farmer services, improve livelihood opportunities, and foster collaboration with private sector actors.

Support robust monitoring and reporting by reviewing CP progress reports, triangulating findings with field monitoring data, identifying implementation gaps, recommending corrective actions, and following up to ensure timely resolution.

Serve as a field-level focal point for addressing operational challenges, coordinating solutions, and ensuring timely resolution of issues raised through the Complaints and Feedback Mechanism (CFM) in accordance with WFP accountability to affected populations (AAP) standards.
