Job Description
IOM in Brazil is working with the Ministry of Social Development, Family, and Fight Against Hunger (MDS) in implementing the Social Assistance System Protection Force (FORSUAS) in the context of national-level disasters, concerning the protection and assistance to the migrant population for reason of disasters. This contract falls within the scope of developing the Ministry's capacities for timely and effective response, through the provision of methodological solutions related to the human resources strategy aligned with emergency needs.
Moreover, in line with its mandate, IOM in Brazil also supports the Program for Strengthening the Unified Social Assistance System (PROFORT-SUAS) within MDS scope. Established under the Comprehensive and Final Reparation Agreement ratified by Brazil’s Supreme Federal Court, PROFORT-SUAS aims to rebuild institutional capacity and strengthening Unified Social Assistance System (SUAS) responses in territories hit by disaster caused by the collapse of mining tailings dams. IOM supports the program’s implementation by providing technical assistance to strengthen governance, institutional coordination, and rights-based social protection, ensuring that social assistance services and benefits reach migrant population for reason of disasters, especially those in situations of heightened vulnerability, with greater quality, sustainability, and effectiveness.
Furthermore, IOM in Brazil works with Ministry of Human Rights and Citizenship (MDHC) to support the repatriation of forced return Brazilians. The mass deportation scenario represents a significant humanitarian, social, and economic challenge, requiring a coordinated response based on human rights and sustainable reintegration of forced returnees. Many arrive in Brazil in situations of extreme vulnerability, without financial resources, housing, immediate access to essential services, and with significant mental health consequences for directly affected individuals. In this context, IOM in Brazil has been implementing a project to support the Brazilian government in ensuring that forcibly returned Brazilian citizens are received with dignity, that their human rights are protected, and that they receive support to overcome vulnerabilities.
Regarding the presented IOM-Government initiatives, under the overall supervision of the Chief of Mission and the direct supervision of the Project coordinator, the staff hired under this Term of Reference will support the administrative coordination of the projects above described. Under this component, IOM seeks to strengthen cooperation with the Government of Brazil to advance social assistance systems, human rights protection and inclusive public policies for vulnerable populations, especially migrants.
Nature of the contract: Strategic Management and Governance Support. The staff will be technically responsible for the Support of the Strategic Coordination and the Governance of the Protection Force of the Unified Social Assistance System (FORSUAS). The responsibilities of this position encompass the formulation of plans, the execution of actions, the supervision of operations, the monitoring of activities, the development of action plans and objectives, the alignment of management goals with the work team, the liaising with partner institutions, and the monitoring of field activities. In particular, the person will have the following responsibilities:
Responsibilities
- Assist in the implementation and monitoring of project activities;
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics;
- Monitor budget; verify availability of funds; obtain necessary approval and update budget related information;
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.;
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions;
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation;
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project;
- Assist in monitoring work of implementing partners and report non-compliances to the supervisor;
- Provides guidance/training to new/junior staff;
- Perform other related duties as assigned.
Qualifications
- High school diploma with a minimum of four (4) years of relevant professional experience.
- University degree in administration, computer sciences, information system or a related field from an accredited academic institution with a minimum of one (1) year of experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
- Prior work experience with international humanitarian organizations, non- government or government institutions/organizations in a multi-cultural setting is an advantage;
