The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Over 900 team members work across the county in various professional fields.

ABOUT THE JOB

The ICRC Health Department seeks a competent Health Field Officer to join our team in Kharkiv. This role contributes to implementing, running and monitoring of general health activities and first aid and pre-hospital care in cooperation with the health team, according to the objectives set out during the delegation’s annual planning process for a specific geographic area or field of activities.

YOUR TASKS AND RESPONSIBILITIES

  • Conduct assessments and regular field visits to monitor activities for First Aid &Pre-Hospital Emergency care related threats affecting the population.
  • Support the assessments, preparation, coordination, and delivery of First Aid &Pre-Hospital Emergency care trainings and workshops to key groups base on ICRC training material and guidelines for support.
  • Support on preparation and interpretation during workshops, seminars, and training sessions.
  • Participate and regularly update on the mapping of health facilities around their area of intervention and maintain an updated networking list.
  • Analyse statistical information, identify patterns and provide recommendations as to how ICRC could better assist weapon wounded.
  • Implement and follow up different health databases and records/registration for follow up of their programs for hospital activities.
  • Maintain regular contact, visits, assess and deliver support to primary health care facilities covered by the program.
  • Actively participate in developing primary health care strategy for Ukraine according to the planned health strategy and response at the delegation-level.
  • Facilitate translation for mobile staff, contact with authorities and correspondence follow up (including donation certificates, requests, and other).
  • Prepare and distribute medical stock in health facilities within her/his area of responsibility, according to operational priorities and observing ICRC logistics procedures.

ABOUT YOU

To be successful as a Health Field Officer in the Health Department, you should possess the following qualifications and experiences and have the following characteristics: 

  • Ukrainian citizenship or permanent residence permit in Ukraine.
  • Degree in medicine or nursing (with a specialty in emergency medicine) or paramedic science/practice.
  • Qualification as a first-aid trainer.
  • Additional studies in a relevant field (e.g. advanced first aid, emergency medicine, public health) a strong asset.
  • At least three years’ work experience in first-aid training/education and/or first-aid program support.
  • Technical experience in training.
  • Professional fluency in both written and spoken English and Ukrainian.
  • Proficiency in computer skills, particularly with the Microsoft Office suite.
