Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.
For its work in Ukraine Malteser International is looking for a Safety and Security Manager to support the safe implementation of humanitarian programs across Ukraine.
The role will be responsible for developing and maintaining a robust security management framework, providing operational guidance to staff and partners, and ensuring that safety and security risks are effectively assessed, mitigated, and monitored in a complex and evolving context.
Your responsibilities:
- Lead the development, implementation, and regular updating of MI Ukraine’s Safety and Security Management Framework, including SOPs, contingency plans, and risk assessments.
- Provide security analysis and regular context updates, including monitoring of conflict developments, infrastructure disruptions, and emerging threats affecting operations.
- Ensure security risk assessments and mitigation measures are in place for all program locations, field missions, and partner activities.Support incident reporting, analysis, and follow-up, ensuring timely documentation and lessons learned.
- Deliver security briefings and trainings for national and international staff, including induction briefings and scenario-based exercises.
- Coordinate with local authorities, humanitarian coordination mechanisms, and security networks to ensure information sharing and alignment with best practices.
- Oversee travel authorization processes, movement tracking, and emergency preparedness, including evacuation and mass casualty procedures
Your profile:
- Bachelor’s degree in Security Management, International Relations, Political Science, or a related field.
- Minimum 5 years of professional experience in safety and security management in humanitarian or development contexts.
- Demonstrated experience working in high-risk or conflict environments, preferably in Eastern Europe or similar operational settings.
- Strong knowledge of humanitarian security management systems, risk assessment methodologies, and incident management procedures.
- Experience providing security training and briefings to diverse teams, including national staff and partners.
- Ability to analyze complex security environments and translate analysis into practical operational guidance.
- Fluency in English required; knowledge of Ukrainian or regional language is an asset.
