Organizational Setting and Reporting Relationship
The position of Senior Secretariat Specialist is assigned to The Secretary's Office (OSEC) within the Office of the Secretary (SEC). SEC provides strategic and operational support to ADB Management, the Board of Governors (BOG), and the Board of Directors (BOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Deputy Secretary and will oversee junior team members.
Your Role
As a Senior Secretariat Specialist, you will provide technical guidance and support on Board governance matters, facilitate communication between the Board, Management, and departments, support the preparation of high-quality documents for the Board and Management, and coordinate key Board programs and Board committee operations.
You will:
- Support the Secretary and Deputy Secretary in providing information to the Board, working with relevant departments and inter-departmental working groups.
- Prepare, review, and finalize briefing notes, talking points, memos, correspondences, statements/remarks, meeting minutes, and Board documents, ensuring clarity and accuracy in capturing key discussion points and follow-up actions.
- Review and provide advice on ADB policies and operational papers to ensure that they meet SEC's requirements and standards.
- Oversee the planning, organization, and execution of key programs for the Board, such as the Board Orientation Program, in coordination with relevant departments.
- Identify opportunities to enhance the efficiency and effectiveness of Board programs and propose initiatives for continuous improvement.
- Provide strategic coordination and oversight for the six Board committees, ensuring smooth operations and effective governance.
- Review and streamline the administrative practices of Board committees and working groups. Develop and implement standard procedures for committee and working group meetings, ensuring alignment with institutional priorities and best practices.
- Provide support for the election and appointment processes for the President and Vice-Presidents and support the administration of remuneration reviews for the Board, President, and Vice-Presidents.
- Liaise with the Board, Management, and Heads of Departments/Offices to facilitate communication on client matters and on strategic and policy issues related to SEC.
- Respond to queries concerning BOD operations and procedures, in line with the ADB Charter, By-Laws and Rules of Procedures of the Board.
- Provide support as needed in managing Board meetings, schedules, meeting procedures, and logistics.
- Provide support to the management of events, including the Annual Meeting of the Board of Governors.
- Lead reporting staff with clear guidance, performance monitoring, feedback, and development opportunities.
- Perform other SEC-related responsibilities as assigned by the Secretary and Deputy Secretary.
Qualifications
You will need:
- Master's degree in economics, business management, communications, or related fields. Alternatively, a Bachelor's degree in related fields, combined with additional relevant professional experience, can be considered.
- At least 10 years of relevant professional experience, preferably with experience in corporate governance.
- International experience working in several countries, with understanding of development issues in the Asia and Pacific region.
- Experience handling confidential and sensitive matters and engaging with dignitaries.
- Familiar with operations and procedures of multilateral development and financing institutions.
- Experience dealing with senior staff, Management, Board members, and high-level government officials.
- Experience managing teams.
- Excellent oral and written communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
