Strengthen the environmental and climate action dimensions of national UN system planning and programming within the UN Sustainable Development Cooperation Frameworks and UNEP programmes and projects in the region. Outcome 1: Coherent delivery and integrated implementation of environmental policies and priorities are realized within the resident coordinator system and by United Nations entities at the country level, with particular attention to least developed countries, landlocked developing countries, small island developing States and conflict-affected countries. Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office serves 41 countries, helping them achieve sustainability through the implementation of the 2030 Agenda for Sustainable Development. It offers technical expertise, facilitates access to finance, conducts science-policy assessments, and strengthens laws and governance. UN Country Teams (UNCTs), led by UN Resident Coordinators (RCs), play a central role in advancing sustainable development, especially following recent UN development system reforms. With a stronger emphasis on integrating environmental and climate issues into Common Country Analyses (CCAs) and Cooperation Frameworks (CFs), the Consultant will support UNRCs and UNCTs in the Asia-Pacific region by providing strategic advice and fostering partnerships to drive high-impact, integrated responses to climate change, biodiversity loss, and pollution. This includes advancing flagship initiatives such as the Mountain agenda in Nepal and the Living Indus Initiative in Pakistan, along with related efforts in sustainable environmental management. The Senior Regional Expert reports to the UNEP Regional Director and seeks guidance from the Regional DCO Director as needed given the focus on RCs, UNCTs. • Facilitate strategic engagement among RC and UNCT and relevant stakeholders in Nepal on a mountain-focused development framework (the Nepal Mountain Agenda) to advance specific common priorities on climate and environment for future joint UN action in support to the country. • In close collaboration and coordination with the NAP Project Coordinator and UNEP Task Manager, contribute to the implementation of the Pakistan NAP GCF project by providing strategic guidance and contributions to the UNEP climate change adaption unit of the climate change division (CCD/A&RB/CCAU) and Ministry of Climate Change and Environmental Coordination (MoCC&EC). With particular reference to securing meaningful stakeholder participation, including engagement with private sector actors and civil society organizations, the Advisor will lead the preparation and hosting of high-level events focused on coordination and dialogue. The Advisor will also advance climate adaptation financing strategies, develop investment plans for adaptation (including nature-based solutions), and support their effective implementation and execution. • Provide strategic advisory support to ROAP, the CCD/A&RB/CCAU, the RC and UNCT, MoCC&EC in Pakistan in support of the Living Indus programme for the basin’s ecological restoration and contribution to climate resilience, that was developed jointly by MoCC and the United Nations in Pakistan under a directive of the Pakistan Prime Minister’s Committee on Climate Change. As part of the NAP Climate adaptation finance strategy elaboration and implementation, the consultant will provide high level advice, oversight and technical assistance to the Living Indus programme. • Maintain regular calls with UNEP Regional Director and Representative for Asia and the Pacific, the UNEP Senior Coordinator Officer in UNRCO Pakistan for updates and information exchange on planning and developments. • Support the implementation of Pakistan’s National Adaptation Plan (NAP) project and the delivery of specific outputs defined in the NAP Logical Framework. In particular, the Senior Regional Expert will contribute to Outcome 1, Output 1.1.2, by supporting the establishment and operationalization of the National Coordination Mechanism/Steering Committee and associated provincial coordination processes through high-level strategic engagement with MoCC&EC, other federal ministries, provincial governments and key stakeholders. The assignment also contributes to Outcome 3, Output 3.1.1, by providing strategic advisory support to the development of the NAP resource mobilization strategy and financial investment plan, including approaches for private sector engagement and nature-based and rewilding investments under the Living Indus Programme. The Senior Regional Expert’s role is catalytic and strategic in nature, guiding and complementing implementation and technical inputs delivered by specialized firms and consultants under the NAP project.
Qualifications/special skills
- An advanced university degree in Development Studies, Environment, Biodiversity, Climate Change, Sustainability, Economics, International Relations, Political Science, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 15 years of work experience in the areas of climate change, biodiversity, and pollution in Asia and the Pacific is required - Experience engaging with senior and decision-making levels of government, private sector and civil society organizations is required - Familiarity with the Rio conventions, other global, regional and bilateral environmental agreements, and their associated processes, is required. - Experience supporting multi-stakeholder partnerships on sustainable development is required - Experience in high-level strategic analysis and developing integrated policy and programmes across the environment agenda (i.e., biodiversity, climate change mitigation and adaptation, and pollution) as well as across broader the sustainable development agenda is required - Experience working with international financial institutions and private finance on climate and environmental issues is required Experience in UN system is desirable - Strong familiarity with the socio-economic development, politics, and environmental challenges of selected countries is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
