Project Context and Scope
The Senior Project Associate, ES/NFIs and CCCM Clusters (Sub-national Level), supports the coordination of Shelter, Non-Food Items (NFI), and Camp Coordination and Camp Management (CCCM) responses at the sub-national level, facilitating collaboration among humanitarian partners, government counterparts, and local stakeholders. The position contributes to strengthening field-level coordination, supporting needs identification and response planning, and ensuring that partner activities are aligned with agreed cluster standards and priorities.
The role also supports coordination with REACT platforms and other area-based coordination mechanisms, helping to identify priority needs, monitor response gaps, and provide field-level information to national cluster coordination. This includes contributing to the planning and utilization of ES/NFI pipeline assistance, ensuring that operational information from the field informs a timely and coordinated humanitarian response.
This is a Senior Project Assistant (ESNFI/CCCM Cluster) position under an Affiliated Contract (non-staff) with grade UG equivalent to G6.

Responsibilities
- Needs Assessment and Analysis
Support the collection, analysis, and synthesis of data related to ES NFI and CCCM needs and response gaps.
Contribute to identifying priority needs and informing response planning at the sub national level.
- Field Level Coordination
Facilitate coordination among cluster partners, government counterparts, and humanitarian actors at regional and zonal levels to support a coordinated response.
- REACT and Area-Based Coordination
Actively participate in REACT coordination platforms and other area-based coordination mechanisms to share cluster updates, identify priority needs, and support joint response planning.
- Pipeline Coordination
Support the identification of priority needs and operational planning related to the ES NFI pipeline, ensuring field level information informs allocation and response planning
- Government Engagement and Representation
Represent the ES NFI and CCCM clusters in government-led coordination meetings and maintain regular engagement with relevant regional and zonal authorities.
- Information Management and Reporting
Compile and share regular updates, reports, and analysis on ES NFI and CCCM activities, needs, and response gaps.
Support monitoring of partner activities and contribute to national cluster reporting and planning processes.
- Technical Support and Guidance
Provide technical support to partners on ES NFI and CCCM standards and guidance, including shelter typologies, location-specific interventions, and cluster technical recommendations.
- Protection, HLP and Accountability Integration
Support partners in integrating protection principles, HLP considerations, and Accountability to Affected Populations (AAP) into ES NFI and CCCM responses.
Facilitate coordination with relevant clusters and actors to address protection risks, housing and land access issues, and referral pathways affecting displaced populations.
- Capacity Building and Partner Support
Support capacity building activities for cluster members, local partners, and government authorities on coordination tools, sector standards, protection mainstreaming, and inclusive programming.
- Advocacy and Gap Identification
Support the identification of operational gaps and emerging needs and contribute to advocacy efforts with national cluster coordination, humanitarian partners, and relevant authorities to address response constraints.
- Other Duties
Perform additional responsibilities as assigned by the SLSC Cluster Coordinator.
Qualifications
Required Qualifications and Experience
Education
- Master’s or Bachelor’s degree in Disaster Management, Architecture, Urban Planning, Engineering, Social Sciences, Law, Human Rights, Development Studies, or a related field from an accredited academic institution.
Experience
Four years of relevant professional experience for Bachelor’s degree holders in humanitarian coordination, shelter and settlements, CCCM, protection, HLP, or displacement-related programming.
Experience supporting humanitarian coordination mechanisms, including cluster or inter-agency coordination platforms.
Experience working with government authorities, humanitarian partners, and local organizations in complex emergency or displacement contexts.
Experience in needs assessment, response planning, and monitoring of humanitarian interventions.
Experience working on cross-cutting issues such as protection, gender, inclusion of persons with disabilities, and accountability to affected populations is desirable.
Skills
Knowledge of humanitarian coordination mechanisms, the Cluster Approach, and UN inter-agency coordination systems.
Understanding of shelter and settlements programming, CCCM approaches, and housing, land and property (HLP) considerations in displacement contexts.
Familiarity with protection principles and mainstreaming protection in humanitarian programming.
Strong analytical and coordination skills, including the ability to collect, analyze, and synthesize operational information to support decision-making.
Experience with data collection methodologies, needs assessment tools, and information management for humanitarian response.
Languages
Fluency in English is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers the Affiliated Contractor against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the contract. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.
