Project background
Mexico aims to mobilize financing to achieve the goals set forth by the Sustainable Development Goals and the 2030 Agenda. To focus its national policy on promoting the well-being of its citizens, the Ministry of Finance and Public Credit (SHCP) has taken the first steps to reorient public and private, national and international financing through the development of Mexico's Sustainable Taxonomy and the publication of the Sustainable Finance Mobilization Strategy (EMFS). These instruments set the standard for attracting sustainable financing and identify the need for a robust information system (EMFS Cross-Cutting Activity 3) that will allow the country to estimate the supply and demand for financing and demonstrate its impact on achieving the SDGs.
With the goal of developing a monitoring, reporting and verification (MRV) system for sustainable finance in Mexico, the SHCP, through the Global Green Growth Institute (GGGI), has begun developing a Roadmap for the Sustainable Finance Transparency System (STFS). One of the main findings from the development of a “Compilation of best practices in sustainable finance transparency for the development of Mexico's Sustainable Finance Transparency System” to establish the conceptual framework of the system, and the conduct of “Gap analysis and diagnosis of the monitoring of sustainable finance in Mexico” to identify the country's progress and challenges; has been the need for an standardize methodology that catalyzed multiple reporting and tracking frameworks used by public and private financial stakeholders.
To cover this gap, the Government of Mexico, with the support of the Green Climate Fund (GCF) through the Readiness Programme and the technical advice of GGGI, seeks to coalesce multiple methodological frameworks to track sustainable finance in alignment with existing data.
Objectives of the assignment
This consultancy will, based on a detailed diagnosis, propose a sustainable finance tracking methodology to be used by Mexico’s Sustainable Finance Transparency System. This consultancy is a key component of a multi-year preparedness project funded by the GCF, implemented by GGGI, and will be a key input for the delivery of Mexico’s “Roadmap for the Sustainable Finance Transparency System”. The ultimate goal is to allow Mexico to properly, and in the context of public and private stakeholders capacities, track sustainable finance and allow the country to focalize funding to the most impactful sustainable initiatives.
Deliverables and Payment schedule
The consultant will be responsible for delivering quality inputs relevant to their subject matter of expertise to develop Mexico’s Sustainable Finance Transparency System (STFS) tracking methodology, including but not limited to:

Assess inputs developed by GGGI for the delivery of Mexico’s Sustainable Finance Transparency System (STFS) Roadmap.

Review international, regional, and national sustainable finance tracking and reporting frameworks that ensure comparability, transparency, and alignment with sustainable development goals.

Map relevant stakeholders for Mexico’s STFS and propose institutional and legal arrangements.

Conduct a diagnosis of current sustainable finance tracking and reporting frameworks followed by public and private finance stakeholders in Mexico (e.g. ISSB, GRI, Global Compact, etc.)

Develop a catalogue of indicators and a comparative analysis among current sustainable finance tracking and reporting frameworks followed by public and private finance stakeholders in Mexico

Identify available data (primary and secondary data) generated and used by public and private stakeholders that could contribute to Mexico’s Sustainable Finance Transparency System

Develop indicators, baseline data, objectives, means of verification, and list of sources of information at the national, sectoral, and local levels for Mexico’s STFS.

Propose a comprehensive methodology for Mexico’s STFS including indicators, sources of information, and institutional arrangements, means of verification, data collection tools, and an implementation roadmap.

Provide recommendations and technical advice for the development of Mexico’s STFS Roadmap.
Deliverables
Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with GGGI Mexico’s country team, the consultant will deliver Mexico’s Sustainable Finance Transparency System Methodological framework:
Deliverable 1. Workplan
Develop one (1) detailed workplan that includes at least the following aspects:
a) Methodologies, approaches, phases, deadlines and responsibilities
b) Proposed data sources
c) Timeline and milestones
Deliverable 2. Inception Report and Institutional Governance Mapping
This deliverable serves as the foundation for the assignment by synthesizing existing progress and defining the operational ecosystem of the system. It starts with a comprehensive review of the inputs developed by GGGI, particularly the "Compilation of Best Practices" and the results of a capacities survey made to financial stakeholders (public and private) to ensure the new methodology aligns with the established conceptual framework. The core of this document is a detailed narrative mapping of relevant stakeholders, identifying the specific roles and mandates of the Ministry of Finance (SHCP) as the central coordinator, alongside financial regulators such as the CNBV, CNSF, and CONSAR. To conclude, it proposes the institutional and legal arrangements necessary to formalize the STFS, providing a clear path for inter-institutional coordination and the subscription of agreements among key actors to adopt their respective responsibilities.
Deliverable 3. Diagnostic of Sustainable Finance Tracking and Reporting
This deliverable focuses on the current state of information by evaluating the frameworks already in use and generated by public and private financial stakeholders in Mexico. It provides a detailed diagnosis of how entities are currently implementing international standards like ISSB (IFRS S1 & S2), TCFD, GRI, Global Compact, SASB, among others identify in Deliverable 2. This report identifies the available data used and generated by these stakeholders (public and private), such as annual sustainability reports and thematic bond disclosures, that could contribute to the STFS. Furthermore, it examines the integration of national instruments, such as the Climate Change Transversal Annex (AT-CC) and the SDG budget methodology, to determine how existing public spending data can be leveraged for the system.
Deliverable 4. Comprehensive STFS Methodology and Implementation Roadmap
The final deliverable integrates all previous findings into a definitive "how-to" guide for Mexico’s Sustainable Finance Transparency System. It describes a comprehensive methodology that details the processes for monitoring, reporting, and verification (MRV), including the specific data collection tools and the potential use of emerging technologies like Artificial Intelligence and Distributed Ledger Technology to ensure data integrity. The deliverable concludes with a narrative Implementation Roadmap, which proposes a phased rollout (short, medium, and long-term) to institutionalize the methodology. This roadmap includes technical advice and recommendations to the SHCP to ensure the system remains sustainable, reduces the risk of greenwashing, and effectively directs capital toward impactful sustainable initiatives.

All submitted documents must be in an editable Word format and follow a document structure (which shall be validated by SHCP and GGGI) with references formatted in APA style. All images included in the texts must be provided in high resolution in a separate file.
All deliverables (documents with their annexes and infographics, schematics, tables, diagrams, cartography, and the other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in a digital medium and in Microsoft Office software, in open files that allow their editing.
Suggested methodology and competition requirements

The consultant can use primary and secondary sources of information to prepare the required results.

Meetings with GGGI team and relevant entities if needed through interviews, workshops, discussions groups with stakeholders and relevant authorities will be necessary to validate and prioritize the actions that will be developed.

Technical integrated work is considered decisive for the achievement of the objectives.
-
It is the consultant's responsibility to attend all required technical events and meetings.
-
All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report, and shared by the consultant to contribute towards a digital repository of information.

The final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
Reports and Coordination
The development of the consultancy will be monitored and coordinated primarily through periodic review and planning meetings -the precise schedule will be determined once the consultancy starts by GGGI and the consultant. The consultant’s work progress will be monitored through these review meetings addressing topics such as the strategic direction of activities, coordination of actors and the definition of inter-agency conciliation tables, as well as reporting on progress about the objective of consulting and deliverables.
All reports or results must be written in Spanish, in accordance with GGGI's formatting requirements, and must be sent in electronic copy along with the detail of the products associated with the deliverables, including attendance lists of the concertation spaces, memory aids generated and complete sets of raw data and research materials.
Supervision
The consultant will be supervised by personnel of the SHCP, and the LAC MRV & NDC Enhancement Officer.
Expertise required
The consultant must meet the following requirements:

(REQUIRED) Professional with a postgraduate degree in project management, quantitative methods, economic, social, atmospheric, or environmental sciences, engineering, or related fields.

(REQUIRED) Master’s degree or higher in ecology, climate change, sustainable development, or related fields.

(REQUIRED) At least five (5) years of experience in transparency, sustainability and finance.
-
(REQUIRED) At least five (5) years of practical experience in international development projects or programs, preferably in the field of project management, data management, and analysis.

(REQUIRED) At least four (4) years with direct responsibility for developing finance tracking and transparency systems, including 1 or more years of experience using quantitative, qualitative, and mixed methodologies for program performance.

(REQUIRED) Five (5) years of experience in professional work in Mexico on climate change or sustainability issues.

(DESIRED) Previous work experience in Mexico or LAC countries’ public sector institutions, international organizations or private sector companies working on sustainability or climate change is highly desired;

Fluent in English and Spanish (written and verbal, minimum B2 level)

Strong skills in assertive communication.

Ability to produce deliverables with minimal supervision.
