ACCOUNTABILITIES/RESPONSIBILITIES:
1. Provide project management support to specific and defined school feeding, social protection, resilience, and crisis response activities in the context of climate-related shocks, with a focus on capacity building and nutrition programmes and projects that are relatively straightforward.
2. Contribute towards the implementation of country capacity strengthening projects and activities based on validated CSP workplans, including support to specific and defined smallholder farmer’s capacity programmes and projects and to the National School Feeding and Health Programme (PNASE).
3. Manage the timely preparation and dissemination of analytical and critical reports, publications, and a variety of information products or proposals for internal or external use, including, but not limited to, project reports, annual reports and country briefs.
4. Contribute to strengthening partnership efforts for the CO programme, including the coordination and follow-up with project implementing partners (NGOs), the national government, and UN agencies, seeking advice from management where necessary.
5. Follow up on the budget situation of projects, ensuring that resources are properly allocated within the project’s deadlines and in observation of the grants TDDs.
6. Provide any additional support as required and/or requested by the office management.
DELIVERABLES AT THE END OF THE CONTRACT:
1. The activities planned under the 2G CSP activity 1 for 2025 - 2026 are successfully implemented with focus to the potential grant of technical assistance to government to pilot green cooking, trainings of school staff funded by various donors
2. The activities planned under the 2G CSP activity 2 for 2025 - 2026 are successfully implemented with focus to the implementation of the Green Infrastructure for Health and Education Project/Completion of the procurement process and rehabilitation of school kitchens infrastructures.
3. The activities planned under the 2G CSP activity 3 are successfully implemented and deliverables documented. Focus will be on the support of the development of the Green Climate Fund Project proposal.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in International Development, International Relations, Anthropology, Sociology, Social Research Methods, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: • 5 years of relevant professional experience related to national development programmes, policies, strategies or plans and institutional structures, preferably in relation to school feeding, food security and/or nutrition.
• Has deepened technical knowledge of humanitarian assistance interventions in different domains.
• Has experience in establishing contacts and liaising with partner organizations/companies.
• Previous experience working in an International Organization and/or UN organization desirable.
Knowledge & Skills: • Solid understanding of Agenda 2030 and of SDG2 and SDG17 and respective targets and how the work of WFP can contribute to achieving them.
• Solid understanding of WFP policies and procedures.
• Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation.
• Solid knowledge of key national and regional contexts and issues.
• Demonstrated data collection and analytical writing skills, including ability to analyze and consolidate quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs, as well as WFP’s entry points.
• Good operational, analytical and problem-solving skills.
• Demonstrated ability to produce high-quality written outputs and ability to present English and/or in the language of the region.
• Proficient computer literacy.
Languages: • International Professional: Fluency (level C) in English language.
• Intermediate knowledge (level B) of a second official UN language: French, Spanish.
• Knowledge of Portuguese is an asset.

RESPONSABILIDADES/RESPONSABILIDADES:
1. Fornecer apoio à gestão de projetos para atividades específicas e definidas de resposta a crises no contexto de choques climáticos, com foco em programas de alimentação escolar e nutrição de emergência e projetos que são relativamente simples por natureza.
2. Contribuir para a implementação de projetos e atividades de fortalecimento da capacidade do país com base em planos de trabalho validados do CSP, incluindo apoio a programas e projetos específicos e definidos de capacitação de pequenos agricultores e ao Programa Nacional de Alimentação e Saúde Escolar (PNASE).
3. Gerenciar a preparação e disseminação oportunas de relatórios analíticos e críticos, publicações e uma variedade de produtos de informação ou propostas para uso interno ou externo, incluindo, mas não limitado a, relatórios de projeto, relatórios anuais e resumos por país.
4. Contribuir para reforçar os esforços de parceria para o programa de CO, incluindo a coordenação e o acompanhamento com os parceiros de execução do projeto (ONG), o governo nacional e as agências das Nações Unidas, solicitando aconselhamento da gestão sempre que necessário.
5. Acompanhamento da situação orçamentária dos projetos, garantindo que os recursos sejam devidamente alocados dentro dos prazos do projeto e em observação dos TDDs de subvenções.
6. Fornecer qualquer apoio adicional conforme necessário e/ou solicitado pela gestão
ENTREGAS NO FINAL DO CONTRATO:
1. As atividades planeadas no âmbito da atividade 1 do CSP 2G para 2025 - 2026 são implementadas com sucesso com foco na potencial concessão de ajuda alimentar de emergência à escola financiada por vários doadores
2. As atividades planeadas no âmbito da atividade 2G CSP 2 para 2025 - 2026 são implementadas com sucesso com foco na implementação do Projeto Infraestrutura Verde para a Saúde e Educação/Conclusão do processo de aquisição e reabilitação de infraestruturas de cozinhas escolares.
3. As atividades planeadas no âmbito da atividade 3 do documento de estratégia 2G são executadas com êxito e os relatórios. O foco será no apoio para desinvolver a proposta do Green Climate Fund (GCF), Projeto Conjunto do Fundo ODS, garantindo que os resultados do Projeto estejam no caminho certo.
QUALIFICAÇÕES E EXPERIÊNCIA EXIGIDAS:
Formação: Diploma universitário avançado em Desenvolvimento Internacional, Relações Internacionais, Antropologia, Sociologia, Métodos de Investigação Social, Ciências Sociais ou outro campo relevante para a ajuda internacional ao desenvolvimento, ou Primeiro Grau Universitário com anos adicionais de experiência profissional relacionada e/ou formações/cursos.
Experiência: • 5 anos de experiência profissional relevante relacionada com programas, políticas, estratégias ou planos nacionais de desenvolvimento e estruturas institucionais, preferencialmente relacionados com alimentação escolar, segurança alimentar e/ou nutrição.
• Aprofundou o conhecimento técnico das intervenções de assistência humanitária em diferentes domínios.
• Tem experiência no estabelecimento de contactos e na ligação com organizações/empresas parceiras.
• É desejável experiência prévia de trabalho numa Organização Internacional e/ou Organização das Nações Unidas.
Conhecimentos e Competências: • Sólida compreensão da Agenda 2030 e dos ODS2 e ODS17 e respetivas metas e de como o trabalho do PAM pode contribuir para as alcançar.
• Sólida compreensão das políticas e procedimentos do PAM.
• Familiaridade com o mandato do PAM, processo de Planeamento Estratégico do País, modalidades de intervenção, ferramentas do ciclo de vida do programa e do projeto, implementação, monitorização e avaliação.
• Sólidos conhecimentos dos principais contextos e questões nacionais e regionais.
• Habilidades demonstradas de coleta de dados e escrita analítica, incluindo a capacidade de analisar e consolidar informações quantitativas e qualitativas para entender as capacidades nacionais em uma ampla gama de áreas políticas e programáticas e identificar lacunas e necessidades, bem como os pontos de entrada do PAM.
• Boa capacidade operacional, analítica e de resolução de problemas.
• Capacidade demonstrada para produzir produtos escritos de alta qualidade e capacidade de apresentar inglês e/ou na língua da região.
• Literacia informática proficiente.
Idiomas: •
• Fluência na língua portuguesa.
• Conhecimento intermédio (nível B) de uma segunda língua oficial da ONU: o inglês é desejável.
