Project Description
UNDP is striving to ensure its procurement function and practices are an integral part of UNDP’s competitive advantage as a development partner of choice. This requires placing more attention on strategically integrating procurement at the project design stage, stimulating innovation in specifications and technologies, and adopting more sustainable production and consumption practices that align with UNDPs sustainable development goals. Sustainable procurement means making sure products, services, and purchases are as sustainable as possible with the lowest environmental impact and most positive social results. In implementing UNDP strategic procurement priorities, Country offices will strive to use flexible methods for high-value/low-risk and timely delivery that meet the needs of its clients and key stakeholders.
The Procurement Clerk supports procurement services to UNDP projects as well as to UNDP supported agencies. He/She ensures high quality, fast delivery, and accuracy of related work. The Procurement Clerk promotes a client focused, quality and results, oriented approach within the Unit.
The Procurement Clerk works in close collaboration with the Operations, Programme, and Projects staff in the CO and UNDP HQs to exchange information and ensure consistent service delivery.
Scope of Work
a) Supports implementation of sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money:
- Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
- Provision of inputs to preparation of procurement team results-oriented workplans.
b) Supports procurement processes for CO, projects, UN House and at the request of other Agencies:
- Support preparation of RFQ, ITB or RFP documents, and receive quotations, bids or proposals.
- Follow up with requesting units on their procurement requisitions, ensuring that all requirements are met.
- Assist in prioritizing procurement requisitions in terms of urgency for appropriate action to be taken by Procurement Assistant.
- Track all procurement processes up to delivery, acceptance and payment.
- Follow up with requesting units on their procurement requisitions, ensuring that all requirements are met.
- Support the supplier focal point in creation and updating suppleirs in e-procurement.
- Prepare routine correspondence and reports on procurement in accordance with CO SOP.
- Extract, input, copy, and file data from various sources.
- Maintain the filing system in the Procurement unit.
c) Contributes to the implementation of sourcing strategy to find best values in the marketplace:
- Input of information to the roster of suppliers.
d) Supports procurement knowledge building and knowledge sharing in the country office:
- Participation in procurement training for operations and project staff.
- Sound contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The selected incumbent will work under the overall guidance of the Operations Manager and under the direct supervision of the Procurement Specialist at the UNDP Country Office.

Minimum Qualifications of the Successful NPSA
Education
- Secondary Education is required; or
- University degree in Business Administration, or any related fields will be given due consideration but not a requirement.
Experience
- Minimum 5 years with secondary education or 2 year with a Bachelor’s degree of progressive relevant experience in administration at national or international level is required.
Required skills
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.), knowledge of automated procurement systems and handling web-based management systems.
Desired skills
- Experience or familiarity with the interpretation and application of United Nations or UNDP procurement policies, rules and regulations is desirable.
- Experience or familiarity with UNDP operational and reporting systems, including experience using an ERP system is desirable.
- Work experience with the United Nations system or international organizations is an advantage.
- CIPS level 2 is desirable
