Job Purpose

The PMER Officer will support the IFRC Delegation in Ukraine, working closely with Operations teams across the programme cycle.During the assessment and planning phase, the PMER Officer will support teams in conducting needs assessments or analyzing those available, developing project or programme proposals, and undertaking strategic planning by advising on the development of logical and results frameworks and on the selection of appropriate indicators for measuring the progress.

In the monitoring phase, the PMER Officer will help teams establish monitoring and evaluation frameworks, advise on suitable data collection methods and tools, and coordinate closely with the Information Management (IM) Senior Officer to ensure coherent data collection, management, and analysis systems.

The Officer will also support evaluation and learning processes by advising on appropriate evaluation methodologies and approaches and will contribute to the preparation of high-quality internal and external reports in line with IFRC standards and donor requirements.

PMER Officer will work in collaboration with operation teams in producing narrative reports on the projects implemented and funding spent (or support the Operations teams in producing those reports), in line with the financial reports data.

Job Duties and Responsibilities

Planning

  • Provide technical advice and support to the IFRC Country team in Ukraine to ensure high-quality planning, including the design of logical frameworks and appropriate indicators, in line with IFRC planning standards, frameworks and processes, and within a results-based and adaptive planning approach.
  • Ensure that monitoring and evaluation activities are incorporated into programme/project plans and budgets from the outset, including the establishment of relevant monitoring systems and reporting timelines.
  • Contribute to the development of project proposals and programme concept notes.
  • Promote an adaptive management approach to planning, working closely with Operations and IM Senior Officer to ensure that monitoring data and lessons learned inform the evolution of the operational response.
  • Ensure that PMER is adequately integrated into operational planning, budgeting, and management processes.
  • Maintain effective communication and liaise with technical and operational counterparts from the Host National Society and Partner National Societies to ensure plans are informed by accurate and relevant information and correspond to budgets.

Monitoring

  • Support the development and implementation of Monitoring and Evaluation plans for operations, programmes, and projects, outlining data sources, collection methods (quantitative and qualitative), frequency and aggregation methods.
  • In collaboration with the IM Senior Officer design and establish systems to collect reliable and timely monitoring data that captures operational implementation and informs management and quality programming.
  • Support the development and application of monitoring tools and activities to ensure accurate and timely data collection.
  • Work closely with IM and Community Engagement and Accountability (CEA) colleagues to ensure monitoring is informed by available data and reflects the perspectives and feedback of affected populations.
  • Undertake field monitoring visits with technical teams and National Society focal points, as required.
  • Analyse monitoring data and present findings through reports and data visualisation in a user-friendly and evidence-based manner to inform decision-making.
  • Participate in the design and implementation of programme/ project baseline, endline, satisfaction surveys, post-distribution monitoring questionnaires and other monitoring tools.

Evaluation and Learning

  • Contribute to lesson-learning exercises by advising on appropriate methodologies and offering facilitation.
  • Participate in the design and implementation of focus group discussions and key informant interviews where required.
  • Contribute to the development of evaluation terms of reference and provide technical input on appropriate methodologies and evaluation questions, as required.
  • Ensure that all reviews and evaluations are evidence-based and assess both outputs and outcomes to inform future operational decision-making and improve programme quality.
  • Ensure that learning from monitoring, reviews and evaluations is accessible to all staff, relevant and effectively used to inform operational decision-making.
  • Maintain IFRC systems and forums to capture, document and share operational learning.

Reporting

  • Establish and manage external and individual donor reporting timelines across operations and programmes within the Delegation, ensuring compliance with agreed deadlines.
  • Coordinate and contribute to the preparation of required reports in line with established deadlines and IFRC standards.
  • In coordination with the IFRC Regional Office for Europe and Central Asia PMER Unit monitor donor reporting deadlines and ensure compliance with pledge agreements.
  • Ensure efficient quality control and delivery of operational reporting (including Operations Updates, Situation Reports, Information Bulletins, monthly and annual reports, pledge-based and other reports), ensuring clarity, accuracy and analytical depth.
  • Ensure adherence to IFRC reporting formats and donor requirements during quality assurance processes.
  • Collaborate closely with Finance and other technical units to ensure consistency between narrative and financial reporting, including pledge-based reporting.
  • Maintain effective communication with technical and operational counterparts, National Society staff and volunteers to ensure reports are informed by accurate and relevant information.

National Society PMER Capacity Strengthening

  • Contribute to strengthening PMER capacity of National Society and IFRC staff through on-site and remote support and other flexible capacity-building initiatives.
  • Provide technical guidance to National Societies on appropriate PMER systems based on operational needs, Secretariat and donor requirements, available resources and capacities.
  • Promote a culture of learning, performance and accountability by identifying and sharing good practices in planning, monitoring and reporting within the IFRC Secretariat and National Societies.

Accountability

  • Ensure accountability considerations are integrated across all PMER work.
  • Promote a culture of accountability within management and operational teams.
  • Manage and maintain the evidence base generated through monitoring and evaluation to support accountability to donors, partners and affected populations.

Other Responsibilities

  • Serve as a focal point for PMER-related matters within the Delegation and for emergency operations.
  • Work closely with the Ukrainian Red Cross Society and Partner National Societies to collect and compile PMER-related inputs and federation-wide data.
  • Coordinate with the Regional Office for Europe and Central Asia colleagues to ensure alignment of planning, monitoring and reporting products with regional and global frameworks and standards.

Participate in coordination with partners on PMER-related matters.

Education

Graduate degree in a relevant humanitarian or Social Sciences or studies related to data management, statistics etc.

Experience

Required

  • 3 years of experience working in PMER, MEAL or a similar role.‎
  • Background in data collection, management, analysis and presentation ‎methods and tools.‎

Preferred

  • Experience working in humanitarian sector and development projects.
