Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Copenhagen Climate Centre (UNEP-CCC) requires a national coordinator with extensive expertise in NDC implementation, institutional capacity building, and training program development to support the Government of Moldova in enhancing the technical and institutional capacities of national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans. This role is part of the NDC Partnership Action Fund (PAF) project "Enhancing the technical and institutional capacities of relevant national public institutions in Moldova on mainstreaming climate change into sectoral strategies, policies and plans and on mobilizing resources to meet the country's medium-term (NDC) and long-term (LEDS) climate goals" (PAF25-Q2-BA-06). Moldova has recently submitted its NDC 3.0 (May 2025) and is aligning it with its National Energy and Climate Plan (NECP). This creates an urgent need to build capacity across key ministries that covers the AFOLU, Energy, IPPU, and Waste. The lead coordinator will facilitate and coordinate the implementation of project activities on the ground in Moldova during project implementation, such as coordination of project activities on the ground, stakeholder consultations, data and information gathering and workshop planning and implementation, specifically for the following output and activities. Output 1 – Capacity Needs Assessment (CNA) to establish a baseline understanding of institutional readiness, technical gaps, and capacity bottlenecks that must be addressed before sectoral implementation can proceed effectively and alignment with the Institutional Capacities and Coordination Mechanisms building block. ● Activity 1.1. - Desk review and expert consultations on existing frameworks on capacity building for mainstreaming climate change into policies, plans and programs ● Activity 1.2. - Consult with the Ministry of Environment and other sectoral agencies relevant to Moldova's NDC priorities on the relevant government institutions and/or group of government officials and officers that will be involved in the assessment ● Activity 1.3. - Conduct a comprehensive assessment of the current institutional capacities based on organizational structure, mandates and decision-making processes of the institutions involved in the assessment ● Activity 1.4. - Asses the availability of resources (financial, human, and technological, including tools/software/hardware) dedicated and/or relevant to climate-related work ● Activity 1.5. - Evaluate and identify gaps in the skills, training, and expertise of staff in emissions modelling, climate science, risk assessment and other relevant skills ● Activity 1.6. - Based on the above assessments, prepare and validate a comprehensive capacity needs assessment report highlighting gap and needs, and recommendation on key training programmes that will be developed and delivered • Activity 1.7. - Consult with government institutions and other stakeholders on the development of the training programmes and the selection of the potential national learning partner(s). Output 2 – Development and delivery of tailored training programmes or curricula on mainstreaming climate change for planners, technical officers, management level officials, decision-makers and policy makers at both national and sub-national levels. ● Activity 2.1. - Engage national partner or partners (such as learning institution or association) to support the ● development of a capacity building plan for each target audience. ● Activity 2.2. - Develop a dedicated competency framework that highlights the relevant knowledge and skills ● required for each target group ● Activity 2.3. - Gather and analyse data to identify existing knowledge, skills gaps and priority needs for each of the ● target groups ● Activity 2.4. - Design the training programmes, in collaboration with the national partners, for each of the target ● stakeholder groups based on the results of the assessment ● Activity 2.5. - Organise a dedicated consultation workshops with each target group to review and validate the ● design of the training programmes ● Activity 2.6. - Prepare, validate and publish key training modules and materials and organize related training-of- trainers events ● Activity 2.7. - Prepare feedback questionnaires, reports and statistics related to the trainings carried out, and assist in monitoring and evaluation of the capacity development and training program ● Activity 2.8. - Publish print and online versions of the training materials, and upload the online versions of the training materials and their accompanying tools on public repositories for similar guidance/knowledge and learning materials ● Activity 2.9. - Establish and manage partnerships with experts and training institutions to support development and implementation of sector-specific training courses Other responsibilities of the national lead coordinator include: ● Report on advances to the Project Manager at UNEP-CCC ● Support the Project manager on activities for planning, coordination, and execution ● Ensure that the process is aligned with national needs and in close coordination with governmental and sectoral institutions. ● Support the coordination of and liaise with other consultants hired for this project ● Liaise with local stakeholders, Cross-cutting Tasks: ● Ensure gender and inclusivity considerations are incorporated across all outputs. ● Maintain close communication with UNEP-CCC project team and Ministry focal points. ● Prepare summary reports and updates for UNEP project management and stakeholders. Objectives: Facilitate and coordinate the implementation of project activities on the ground in Moldova during project implementation, such as coordination of project activities on the ground, stakeholder consultations, data and information gathering and workshop planning and implementation. Output expectations: The lead national coordinator is expected to conduct the aforementioned project activities and submit the outputs, leading to the achievement of the six main deliverables in a timely manner and at a level of quality satisfactory to the UNEP project team. Deliverable 1 – Final draft of dedicated competency framework highlighting skills and knowledge of identified target groups. In drafting this competency framework, the national lead consultant, together with other national consultants, should refer to the capacity needs assessment. Deliverable 2 – Final draft of training programmes, including training modules, referring to the capacity needs assessment and the competency framework for the review and validation at the consultation workshops Deliverable 3 – In consultation with UNEP CCC project team, lead the organisation for consultation workshops (max 2) to review and validate the training programmes. Deliverable 4 – In consultation with UNEP CCC project team, lead the organisation for train-of-trainer events (max. 3) to review and validate the training programmes, and related training modules. Deliverable 5 – Published print and online versions of the training materials Deliverable 6 – Establishment of at least 1 national learning partnership

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in environmental science, climate change policy, international development, public policy, institutional development, or closely related field with 5 years of relevant work experience. A first-level university degree in combination with 7 years of relevant work experience may be accepted in lieu of an advanced university degree. Minimum seven (7) years of relevant work experience in working in the field of climate mitigation, climate adaptation, climate finance, institutional, regulatory and legal framework (Required) o Demonstrated analytical capacity to contribute to developing technical products related to climate change planning and financing (Required). o In-depth knowledge of Moldova’s climate change regulatory and planning framework, including processes and initiatives at the national and local levels (Required). o Relevant experience integrating gender considerations into formulating, planning, and implementing projects or public policies will be considered an advantage. This includes designing gender-sensitive methodologies to collect and evaluate baseline data, evaluate products, and monitor project results where appropriate (Desirable). o Experience working with public institutions in Moldova related to climate change planning (Desirable).
