About this position

We are seeking a strategic, collaborative, and forward-thinking Learning & Knowledge Specialist to join our team. In this role, you will help boost institutional capacity across the IDB Group and among policymakers, project implementers, and other key stakeholders. You will drive the design, implementation, and analysis of innovative solutions to help Latin America and the Caribbean tackle their most urgent development challenges.

​​​You will join the Knowledge and Learning Division which delivers learning solutions to strengthen the capacities of development actors in Latin America and the Caribbean, including IDB staff.

 The Division offers tailored, practical learning solutions for external audiences, built on the knowledge, experience, and continuous learning of the IDB Group. These solutions help implement the priorities of the IDB and its member countries, improving the quality and impact of development initiatives across the Region.

What you’ll do

  • Facilitate strategic dialogue and collaboration with IDB sectors, country office teams, multilateral development banks, academia, private‑sector partners, think tanks, NGOs, and other key stakeholders across the region to strengthen collective capacity for impactful capacity‑building initiatives.
  • Serve as a strategic partner in the design and implementation of capacity‑building initiatives across operational and sectoral areas, supporting the implementation of the IDB Group Institutional Strategy.
  • Lead, coordinate, participate in, or oversee innovative and strategic IDB‑wide programs and targeted initiatives that generate high‑impact solutions and respond to evolving development challenges.
  • Conduct needs assessments and audience analyses to define learning objectives, content structures, and instructional approaches.
  • Lead the pedagogical design of applied learning experiences across digital, hybrid, and in‑person modalities, ensuring alignment with IDB institutional priorities, adult learning principles, and audience needs.
  • ​Translate complex technical content into accessible and actionable learning materials that support effective knowledge transfer and application.
  • Design, implement, and continuously improve learning solutions through regular evaluation and assessment of learning outcomes and impact.
  • Leverage the IDB Group’s technical knowledge, operational evidence, and institutional experience to drive the design, implementation, and evaluation of learning programs that create meaningful impact.
  • Identify and apply cutting‑edge AI and emerging technologies to strengthen the effectiveness, personalization, and scalability of learning experiences across the Bank and the region.

What you'll need

•    Education: Master’s degree in learning sciences, psychology, public policy, international development, business administration, engineering, or a related field.

•    Experience: At least 4 years ( Preferably 5 years) of proven experience in designing and implementing capacity‑building initiatives in complex, multi-sector environments. Experience in international development is highly valued. A strong understanding of development challenges in Latin America and the Caribbean (LAC) is preferred.

  • Ability to collaborate strategically with highly experienced technical teams to advance learning agendas.
  • Strong strategic communication skills and the ability to engage multiple stakeholders.
  • Solid knowledge of results-based management and the ability to manage multiple initiatives simultaneously.
  • Ability to lead the design and implementation of comprehensive learning strategies and programs aligned with institutional goals.
  • Proven ability to work independently, motivate multidisciplinary teams, and effectively integrate diverse perspectives.
  • Strong analytical and synthesis skills.
  • Excellent written and verbal communication skills, with strong attention to detail.

•    Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

•    Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
 

Type of contract and duration

•    Staff:
    -    International: International staff contract, 36 months initially, renewable upon mutual agreement.
