What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Finance Manager for Haiti, who will be responsible that the financial set up is according to NRC standard and to support programme/project implementation.

What you will do

  • Ensure that the country set up is in line with the Financial Handbook, NRC policies and procedures, and donor and auditor requirements 

  • Ensure that financial control mechanisms are in place in the country operation, and that corruption and financial risks are minimised 

  • Maintain overall budget control and monitor cash flows and expenditures. Analyse the financial situation of the CO and propose or take action when needed 

  • Manages the NRC's bank accounts in Haiti. 

  • Works with managers to develop budget proposals. 

  • Coordinates the preparation and consolidation of project budgets for programme costs and support costs; 

  • Manages and monitors monthly allocations for support costs and staff costs;

What you will bring

  • Master’s degree / certified accountant with minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context

  • Experience from working in complex and volatile 

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile 

  • Solid knowledge of computer software and modern accounting systems

  • Fluency in French and English, both written and verbal 

  • Knowledge of the context in Haiti is an asset.

  • Experience with start-up, exit, or similar, including experience in establishing new systems and procedures in start-ups

  • Good knowledge of Haitian Créole is an advantage 

  • Valid driving license

What we offer

  • Duty station:  Port-au-Prince, Haiti

  • Contract: fixed national contract signed with ECSI, 12  months (renewable subject to funding and performance)

  • Travel: 20% to areas of intervention in Haiti

  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions

Haiti is experiencing one of the most severe humanitarian crises in its recent history, with approximately 1.4 million displaced people—a 48% increase since September 2024—and 2 million facing emergency levels of food insecurity (IPC 4). The escalating violence, limited humanitarian access, and systemic breakdown of essential services demanded urgent intervention. For this purpose, NRC decided to start up a new operation in Haiti and started programmatic interventions in early 2025 whilst setting up an office in Port-au-Prince. The ongoing start-up continues with a planned expansion to new areas of operations with education and protection and potentially other programmatic areas.
