Overview

The Human Papillomavirus (HPV) Vaccination Acceleration Program Partners Initiative (HAPPI) Consortium is a visionary project designed to accelerate HPV vaccination in 14 low-middle-income countries (LMICs). The consortium is managed by John Snow, Incorporated (JSI), together with Jhpiego, International Vaccine Access Center (IVAC) at the Johns Hopkins University (JHU) Bloomberg School of Public Health, the Clinton Health Access Initiative (CHAI), and PATH. It harnesses collective expertise in policy, access, introduction, implementation, evaluation, and learning. It aims to promote equity, program quality, and the rapid expansion of the HPV vaccination among girls.
Jhpiego has implemented this project since 2023 and will provide the Phase 3 targeted technical assistance (TA) to the Philippine government until August 2026 to improve stakeholder engagement, evidence-based decision-making, and HPV vaccination coverage. Through the HAPPI Phase I and Phase II projects, Jhpiego has provided support in the evidence-based decision-making for HPV vaccination dose recommendation, support to social and behavioral communication change (SBCC) strategic framework and development of SBCC materials, the relaunch of the school-based immunization, including HPV vaccination for girls in grade 4 aged 9-10 years old, and the development of operations plan for national cervical cancer elimination. The resource guide for parents on school-based HPV vaccination was developed to support the communication needs of the Bakuna Eskuwela school-based HPV vaccination. A resource guide for teachers and education support personnel of the Department of Education has been identified as the current gap in the resources needed to equip the Department of Education’s contribution to the school-based immunization.

Drawing from the findings of the key informant interviews of the HPV Vaccination Learning Project (HAPPI Phase II) implemented in 10 local government units, the National SBCC Framework and Strategy need to be localized to optimize its intent of improving vaccine uptake for the primary prevention of cervical cancer among girls.

In relation to this, a health promotion and communications plan on HPV vaccination based on the results of the behavioral and social drivers (BeSD) survey and interview is needed for the development of the localized SBCC strategy.

Citing the above, there is a need for these three (3) communication-related resources and strategies to be developed to support the DOH’s National Immunization Strategy 2026-2030, National HPV Vaccination Expansion Plan, the National Cervical Cancer Elimination Execution Plan, and the DepEd’s Oplan Kalusugan.

Responsibilities

Jhpiego is looking for a “Creative Communications Specialist” (CCS) who will be contracted as a short-term technical consultant. He/She will assist the Department of Health’s Health Promotion Bureau (HPB) in the development of the 1) health promotion and communication plan (HPCP) and the 2) localization of the National Social Behavioral Communication Change (SBCC) Strategy for Cervical Cancer Elimination, with focus on primary prevention and HPV vaccination of grade 4 girls, age 9-10, including an SBCC Package.

He/She will also develop the resource guide for teachers and education support personnel of the Department of Education-Bureau of Learner Support Services-School Health Division (DepEd-BLSS-SHD), based on the existing resource guides for community health workers and parents that have been jointly developed by DOH and Jhpiego.

In coordination with the DOH-HPB, the consultant will support the technical writing and finalization of the HPCP, the localized SBCC strategy, and SBCC package. In addition to this, he/she shall be responsible for the adaptation of the existing resource guides on HPV vaccination for teachers and education support personnel, in coordination with DepEd-BLSS-SHD.

Responsibilities includes but not limited to:

  • Work closely with and assist the DOH-Health Promotion Bureau, and assist relevant HPB Team/s
  • Work under guidance and close supervision with the Jhpiego Immunization Technical Advisor, other Jhpiego teams involved in knowledge management and creative communication development
  • Develop the health promotion and communication plan for cervical cancer primary prevention and HPV vaccination, using the findings of the behavioral and social drivers (BeSD) survey and interviews
  • Develop an approach to localize the National Social and Behavioral Communication Change (SBCC) Strategy and Framework for Cervical Cancer Elimination, including the HPV vaccination and SBCC Package, for the DOH Center for Health Development (CHDs) up to the Provincial and HUC/ICC levels
  • Develop and design a resource guide for HPV vaccination for teachers and education support personnel to support school-based immunization operations of the Department of Education
  • Facilitate and support orientations or training to be conducted for end-users of the developed communication-related materials
    Support the HAPPI Immunization Technical Advisor and other members of the HAPPI Project Team in the preparation of periodic reports or progress reports, if applicable
  • Attend and document virtual or on-site meetings of DOH and Jhpiego, and prepare meeting minutes, highlights, or summaries
  • Prepare monthly reports on the status of the development of the aforementioned communication materials

Required Qualifications

Required qualifications of the Creative Communications Specialist:


A. Educational Background

  • A graduate with a bachelor’s degree in any of the following disciplines: development communication, communication arts or sciences, visual communication, graphic design, multimedia arts, health communication sciences, public health promotion, or other relevant communication-related degrees.

B. Professional Experience

  • Minimum of at least three (3) years of demonstrated work experience in developing strategic health or creative communication materials for corporate brands or non-profit organizations.
  • Equivalent professional experience in any of the following sectors: public health, school health, childhood or adolescent immunization, cancer prevention, health education and promotion, health communication, social marketing, communication for development, or other development communication work, either at the national, subnational, or local government level, is preferred.
  • Work experience in SBCC, strategic communication for health, or creative communication will be an advantage.
  • Experience(s) with childhood, adolescent immunization, or HPV vaccination-related programs or project(s) is a plus.

C.Technical and Functional Capacities

  • Good understanding of strategic communication or creative communication for health and development
  • Strong understanding of health-related concepts and health communication
  • Strong interpersonal and communication skills
  • Ability to work under pressure, prioritize tasks, schedule, and balance workloads in the face of conflicting and uneven demands
  • Expertise in stakeholder coordination and the successful facilitation of engagement activities (e.g., meetings, FGDs, workshops).
  • Proficiency in Microsoft Office software applications, e.g., Outlook, Word, Excel, PowerPoint, etc.
  • Proficiency in design software (i.e., Adobe Creative Suite [Photoshop, Illustrator, InDesign])
  • Should be able to identify and solve problems that may arise during administrative and logistical processes
  • Should have excellent attention to detail to ensure that all administrative and logistical tasks are complied accurately and efficiently
  • Should be able to manage multiple tasks at once and prioritize tasks based on urgency and importance
  • Experience in technical report and proposal report writing, with good communication skills, and,
  • Excellent oral and written communication skills in English and Filipino.

D. Other requirements

  • Able to travel to the DOH Central Office in Manila and the Jhpiego Philippines Country Office in Quezon City
  • Ability to attend virtual meetings/calls beyond office hours (only as needed)
