CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCF’s mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare (MoHFW), and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.

Program Overview:
Since 2007, WJCF’s HIV, STI and Hepatitis team has worked closely with both central and state government actors to enable policy design, roll-out and implementation for smooth uptake of new initiatives and life-saving commodities. This includes providing technical support to the National AIDS Control Organization (NACO), the National Viral Hepatitis Control Program (NVHCP), the National Health Mission (NHM), and the Ministry of Health and Family Welfare (MoHFW) on program strategy and design, improving access to drugs and diagnostics, and to help state and central programs pilot and sustain innovative interventions at scale. The team has also worked with diagnostics manufacturers and multilateral organizations to lower prices, increase access to testing and treatment, and accelerate the entry and uptake of new drugs and diagnostics for HIV, STIs and viral hepatitis. Notable achievements over the past two decades include critical work on enabling access to lifesaving ARV drugs, rapid diagnostic tests, and supporting updates to the National STI guidelines of 2024. WJCF also supported the foundational work for the establishment of NVHCP, and its management information system. More recently, the team has worked on integrating service delivery to reduce vertical transmission of HIV, Syphilis and Hepatitis B, and on a market assessment for drugs and diagnostics for AMR Gonorrhoea and other STIs.
Project Background:
HIV, Syphilis and Hepatitis B share similar routes of infection, particularly vertical transmission, from parent to child, in utero. Despite decades of investment in maternal health and disease-specific programs, India continues to face high rates of mother-to-child transmission (MTCT) of HIV, Syphilis and Hepatitis B. The government’s target is to reduce vertical transmission of HIV to 2-5 per 100 births, from the current rate of 11. Prevalence of the three diseases among pregnant women stands at 0.23% (HIV), 0.11% (syphilis) and 0.85% (HBV), respectively.
India has committed to eliminate the vertical transmission of HIV and Syphilis, and presently there is an opportunity to integrate these interventions to include Hepatitis B as well. Triple Elimination (TE) programming, integrates the prevention of mother to child transmission for HIV, syphilis, and HBV within a unified platform, improving service uptake, reducing duplication of efforts, and ensuring that no mother or child is left behind. West Bengal pioneered a TE program in four pilot districts of the state starting in 2024. WJCF provided technical assistance to the state in preparing for, designing, and implementing the intervention, which is now being scaled up by the state. In parallel, WJCF is conducting a cost-effectiveness modelling exercise to estimate the impact of integrated programming on health outcomes.
Position Summary:
WJCF is seeking candidates for the role of Analyst – STI to support the team on conducting the cost-effectiveness modelling exercise for STI interventions, undertaking data aggregation, primary data collection and analysis, and supporting the development of dissemination materials to enable evidence-based decision-making. In addition, the analyst will support activities to grow the STI portfolio, including identifying grant opportunities, supporting donor engagement, and developing grant proposals. The analyst will also support the development of the STI strategy for WJCF, and engage with national, state and global stakeholders at a tactical level.
- Support the design and execution of the cost-effectiveness modelling exercise, working closely with senior team members to ensure methodological rigor and analytical quality; assist in building, populating, and validating models, including sensitivity analyses and scenario modelling.
- Participate in primary data collection activities including stakeholder interviews and facility- or program-level data gathering; clean, analyze, and interpret quantitative and qualitative data to generate actionable insights.
- Support the preparation of high-quality written outputs — reports, briefs, presentations, and visualizations — tailored to diverse audiences including government, donors, and technical partners; translate complex analytical findings into clear, compelling narratives and visuals for internal and external stakeholder meetings and workshops.
- Identify funding opportunities, contribute to donor engagement, and assist in the development of proposals and related documents.
- Contribute to the development of WJCF's STI strategy by synthesizing evidence and analytical outputs into actionable recommendations.
- Support WJCF’s ongoing efforts on Antimicrobial Resistance and access to diagnostics, including through market assessment exercises.
- Engage with and manage national, state, and global stakeholders, work closely with country and global teams and external partners.
- Bachelor’s or Master's degree in a relevant field (e.g., engineering, management, public health or administration, economics, statistics).
- Minimum 2 years of relevant professional experience in one of strategy or management consulting, investment banking, product management, pharmaceutical industry or other relevant public or private-sector domains.
- High technical proficiency in MS Excel, PowerPoint, and Word; experience with advanced analytical tools is an advantage.
- Demonstrated ability to synthesize large volumes of data from diverse sources into clear, structured outputs.
- Excellent written and verbal communication skills in English.
- Strong organizational skills and attention to detail, with the ability to manage multiple tasks and meet deadlines.
- Collaborative mindset and ability to work effectively with multicultural, geographically dispersed teams.
- Ability to work independently, prioritize effectively, and manage multiple tasks simultaneously.
- Experience working with government stakeholders and familiarity with the Indian public health system are advantages.
