Purpose of Job
The Associate supports on the delivery of Public-Private Partnership (PPP) Project preparation within the Egyptian PPP Project Preparation Facility (EPPF) established by the EBRD and the Ministry of Finance of the Republic of Egypt (the "MoF"). This facility is managed by the PPP Advisory Unit in SIG and the Donor Partnership team within EBRD.
The purpose of the job is to assist the Principal in managing the EPPF in Egypt. The Associate will work with and under the supervision of the Principal Manager will guide the process of evaluation of projects, approval by the parties, support in the tender the work to external consultants and overview the consultants’ work together with the Egyptian authorities. They will directly manage the communications with the PPP Central Unit (PPPCU) under the MoF responsible for PPPs in Egypt acting as Egyptian PPP Unit and ensure compliance with the contractual terms and pass-through requirements in the EPPF. In fulfilling these objectives, the Associate will liaise with the EBRD internal and external stakeholders including several public Egyptian stakeholders. The Associate will provide supervision including managing workloads, to ensure all the PPP projects under preparation are on time and being delivered as per the plan and with the required quality.
Background
The Egyptian Government together with donors (Spain, Korea, Netherlands), and EBRD provide funding of EUR 10 million over a ten-year period for the development and procurement of infrastructure PPP projects in the country. The Associate/Principal Manager will be working within the PPPCU and will report to the Principal responsible for Egypt at the SI3P PPP Advisory Unit. The SI3P PPP Advisory Unit is responsible for supporting public sector clients in EBRD region to develop and implement infrastructure projects that involve private financing.
Accountabilities & Responsibilities
Familiarise and comply with the Bilateral Cooperation Agreement between EBRD and the Egyptian Government as well as the Concept Note which defines the procedures to assess, approve and undertake new projects under the EPPF. While the Concept Note details each step of the preparation, implementation, and reporting, in terms of key responsibilities and processes, the following will be part of the responsibilities of the successful candidate:
- Assist the Principal Manager in overseeing the EPPF pipeline;
- As a team member with the Principal Manager, communicate with PPPCU, generate new projects with public sector in Egypt that could benefit from the facility.
- Communicate on daily basis with the PPPCU on the development of projects under the Facility
- Prepare concept of projects to be prepared by the Facility and Terms of Reference for the external consultants and seek approval from the Principal Manager;
- Coordinate with the EBRD Procurement Department in the selection of consultants, signing of advisory contracts and mobilisation;
- Coordinate with the EBRD PPP Advisory Unit for results-oriented outcomes ensuring consistency and meeting conditions under the approvals of the EPPF by both the EBRD and the MoF.

With support from the EBRD PPP Advisory Unit and under the supervision of the Principal Manager, work with the PPPCU and different Egyptian authorities on the review and assessment of potential PPP projects that are under preparation separately. This may include review of:
- feasibility studies and PPP structuring documents of a project
- tender documents and agreements of the project
- evaluation reports
- execution version of the project’s agreements
- financing agreements - As requested by the Principal Manager, provide transaction advisory specific for each project under the EPPF;
- Provide input into the design and development of projects in coordination with different stakeholders, including the private sector in Egypt, and potential foreign investors;
- Develop and process technical co-operation requests including preparation of terms of reference and internal approval documentation;
- Monitor and update headroom utilisation under the EPPF for both project preparation and policy dialogue activities.
- Monitor implementation and results for all projects that benefit from the support of the Facility and flag potential risk and address the concerns, if any, to the Principal Manager as necessary;
- Manage, monitor and ensure the deliverable submission schedule in close supervision of the ongoing assignments;
- Assist the Principal Manager in ensuring that all relevant deliverables, procurements and project documents meet EBRD Environmental and Social policies;
- Prepare semi-annual operational reporting to the MoF;
- As requested by the Principal Manager, prepare periodic and ad-hoc reports for internal and external stakeholders, and presentation materials;
- Coordinate visibility of the Facility and ensure the projects supported by EPPF are implemented in line with the relevant visibility action plan agreed with the Egyptian Government.
- Liaise and coordinate commercial activities including scheduling the internal and external meetings, inbound and outbound visits and other corporate events as necessary;
- Prepare and distribute minutes of important meetings;
- Coordinate with Donor Partnerships on the management of resources of the EPPF, to ensure compliance with donor requirements.
Knowledge, Skills, Experience & Qualifications
Experience:
- Relevant experience in PPP Project preparation including with advisory on PPP transactions
- Exposure to private sector and experience in the financial sector. Have work experience with International Finance Institutions and/or large advisory firms would be an advantage
- Demonstrate network with the Egyptian public sector related to infrastructure in more than one sector: water, transport, education, health, or urban infrastructure
- Experience of working across infrastructure subsectors, especially in water and wastewater sectors.
- Master’s degree in the country of education
- Proven project management skills including ability to manage a project team throughout the infrastructure project cycle, sound decision making skills and problem resolution ensuring adherence to established procedures for project approvals and management;
- Excellent organisational and administrative skills;
- Proficient in Egyptian and English;
- Ability to communicate effectively (informing, presenting, advising, negotiating) at different levels within the organisation as well as with external stakeholders in Egypt;
- Ability to prioritise and make suggestions to the Principal Manager to fulfil the team’s objectives;
- Previous experience of structuring and managing TC / donor funds (or similar) is an advantage
- Excellent written (report writing, correspondence) and verbal communication skills
- Excellent interpersonal skills and diplomatic skills
- Proven, strong analytical skills, including the ability to interpret data
- Computer literate
- Attention to detail
