Enhanced Institutional Capacity, through technical support for training and capacity building activities under the UIGs, and production of related knowledge materials. 3. Improved Infrastructure and Basic Services provision through technical assistance for the identification, planning, design and implementation of UDG projects, and production of related knowledge materials for betterment of practice. 4. Successful Project Delivery through effective Field reporting on government, community and partner engagements, as well as project activities and incidents.

Duties and Responsibilities
About UN-Habitat The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For close to forty years, UN- Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible for undertaking technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work. The Planning and Finance Section (PFS) is responsible for supporting urban and territorial planning at all scales, including through the development of planning policy, norms and guidelines, urban design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development. Background UN Habitat and Government of Kenya signed Service Agreement (SA) that requires UN Habitat to provide Technical Assistance (TA) (as the Project) for the implementation of the Second Kenya Urban Support Program (KUSP2), the Window for Host Communities and Refugees (WHR). The World Bank provides a loan and a grant (for WHR) to the Government of Kenya (GoK) to finance KUSP2. The State Department of Housing and Urban Development (SDHUD) implements it in coordination with the World Bank. WHR was designed to strengthen the capacities of urban institutions and enhance service provision in refugee-hosting areas, through two funding streams: (1) an Urban Institutional Grant (UIG) and (2) an Urban Development Grant (UDG). The urban institutions are anticipated to become a platform for undertaking responsive programming of refugee-host community integration that facilitates a transition from camps to functional integrated settlements. At the national level, WHR aims to strengthen policy and legislative frameworks related to refugees and urbanization, including supporting the implementation of Kenya’s Refugees Act of 2021, and related policies and legislation such as the Urban Areas and Cities Act of 2011/19. At the local level, the project's major goal is to establish and strengthen municipal institutions and improve access to infrastructure services in refugee and host community areas/areas of Kakuma (Turkana County) and Dadaab-Hagadera municipality (Garissa County). To deliver the required TA to KUSP2, UN Habitat is tasked with designing activities that fall within five areas of intervention, namely: (a) Support to integrated development planning through advisory on planning processes; (b) Capacity assessments and training for skills development; (c) Review and advisory on design and delivery of infrastructure projects; (d) Technical advisory and support to institutional, policy and legislative development; (e) Knowledge management - production and dissemination of normative work. Reporting The Assistant Field Coordinator (AFC) will be based in the Dadaab-Hagadera Municipality field office and report directly to the Snr. Program Management Officer/Project Manager for the KUSP2- TA project, which is anchored within the Planning and Finance Section (PFS). He/she will submit a weekly update report, work within a project team (comprising a project-wide team and a field-based team) and liaise with partners (county government/municipal management and partner organizations/stakeholders outside UN-Habitat). Duties, Responsibilities and Deliverables Under the overall supervision of the Snr. Programme Management Officer/Project Manager, the Assistant Field Coordinator will be responsible for the following duties: 1. Provide technical assistance to the county government, municipal board and the County Program Coordination Team (CPCT) of KUSP2, and various partners in line with the TA requirements of this project and KUSP2-WHR objectives: Support field coordination for the project at the county and municipal level. Support with technical and logistical planning and coordination in designing, scheduling and execution of field activities scheduled by the project (including missions). Support liaison and coordination among the municipal board and various partners in line with the urban development objectives of KUSP 2 (WHR). Coordinate and report on field activities assigned by the project management. Assist with administration of the field office operations. 2. Technical Assistance to County Government and Municipality in the planning and implementation of WHR’s UIG and UDG activities and projects: Technical support to the county government and municipality in design and implementation of training and capacity building activities under the UIGs and their documentation. Provide technical support to the county government, municipality and local partners with conceptualization, design and implementation of UIG activities/projects. Provide technical support to county government and municipality in integration of refugee issues in integrated development planning. Technical support to review Urban Institutional Development Plans with focus on refugee-host community integration, including aspects of stakeholder participation, social accountability and community engagement. Provide technical support to the municipal board to identify, plan, design and implement UDG projects. Technical support to county government and municipality in attaining conformity with Annual Performance Appraisal and KUSP2 implementation requirements. Alternative representation of the project in CPCT meetings. 3. Technical support for the design and development of inclusive municipal governance systems including the establishment of a Municipal Cooperation Framework/Forum/Forum and the Residents Fora, and establishment of various institutions/agencies/departments: Technical support in the design of strategy and structure of a municipal cooperation framework/forum and a Residents Fora. Technical support to the municipality in establishment of a Residents Fora, including designing its engagement mechanisms, trainings and capacity development for it leadership, facilitating its engagements with the municipality, and documenting its activities. Assist in identifying, mapping and undertaking stakeholder mobilization for participatory governance, including the coordination of private sector engagement activities. Provide technical support to participatory processes and in capacity development trainings that aim to strengthen the urban planning function in the county and municipality. Support municipalities in design and institutionalization of an integrated residents fora, and in facilitation and documentation of the Residents Fora meetings. Technical support in the execution of participatory planning workshops organized by the county/municipality for the annual IDePs, including supporting their documentation. 4. Technical Support to The Project’s Activities’ Design and Preparations, and its Knowledge Development: Support preparation of concept notes and work plans for field activities. Support monitoring and regular reporting and briefings about on-going activities (both humanitarian and development) in the municipality, including analytical reporting on the implications of such to the project TA work, and the overall process of strengthening municipal institutions, refugee-host integration and the transition from camps to settlements. In consultation with the project managers and specialist technical leads, support the design and implementation of surveys/assessments/background studies, including their field data collection, analysis and reporting. Prepare and execute advisories (reports, briefs etc.) on stakeholder analysis and the approach to stakeholder engagement (actor-participation) and support the county/municipality in organizing and conducting stakeholder engagements in implementing UIG (e.g. integrated municipal planning) and UDG activities by the municipality, including facilitating and documenting sessions. Provide technical inputs to stakeholders and interventions mapping and analysis, and the formulation of a municipal stakeholder engagement/public participation strategy. Providing technical inputs to the profiling and analysis of vulnerability and risks linked to TA for UIG and UDG activities. Technical support to the project’s TA tasks for background preparations and review of UIG and UDG documentary material (plans, reports, etc.) Support coordination and reporting on the project’s training and advisory workshops/meetings held at the county and municipal level. Represent the project in relevant field activities/events including preparing and delivering content directed by the project managers or technical leads, and timely reporting and follow-up of such activities/events. Execute tasks that the project managers will assign in implementation of the project’s work plan and task schedule. Technical inputs to the preparation of weekly field coordination office report.
Qualifications/special skills
Academic Qualifications: An advanced university degree (master’s or equivalent) in architecture, urban/town planning, environmental planning, urban management/human settlements management, civil engineering/infrastructure, development studies, land surveying/management, urban/land economy, economics or related areas is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. Work Experience: A minimum of two (2) years of progressive experience with a verifiable portfolio in providing technical support to infrastructure and basic services delivery projects, urban planning and development, urban management, and community-based development or programming in the context of Humanitarian-Development Nexus or related experience is required. Proven experience in research and technical writing is required Proven ability to work in multi-agency settings is desirable. Experience with the public sector (local governments) work is desirable. Experience working in hardship environments is desirable. A relevant professional accreditation is highly desirable. Work experience within the United Nations System or similar organization is desirable. Work experience in humanitarian-development programming is highly desirable, especially in the Horn of Africa region’s refugee management context.
Languages
English and French are the working languages of the United Nations. For the consultancies advertised, fluency in English, both verbal and written, is required and knowledge of other UN languages is desirable. Basic knowledge of Kiswahili is desirable.
