Danish Refugee Council (DRC) is a leading international humanitarian organization with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a Humanitarian Mine Action Officer (NTS/EORE Officer) in Sumy and in Shostka.
About the job
Under the guidance of NTS/EORE Supervisor will carry out the following activities: Implementation of Explosive Ordnance Risk Education (EORE) and Implementation of Non-technical Survey (NTS).
Your main duties and responsibilities will be:
- Planning and coordination of the NTS/EORE team activities
- Maintain up-to-date knowledge on the context, including types of Explosive Ordnance (EO) contamination, and flag changes to Humanitarian Mine Action Supervisor (NTS/EORE Supervisor)
- Lead implementation of NTS field processes
- Analyze collected evidence and assess confidence levels of different information sources to determine type and extent of contamination
- Define initial boundaries of Suspected and Confirmed Hazardous Areas (SHA/CHA)
- Make recommendations for land cancellation based on evidence
- Prepare comprehensive NTS reports including maps, photos and coordinates
- Build relationships with community leaders and local authorities. Manage community expectations for clearance operations and respond to complaints/concerns
- Conduct community needs assessments
- Lead implementation of Explosive Ordnance Risk Education (EORE) processes
- Organize and conduct direct and online EORE sessions for adults, adolescents, and children according to DRC HDP SOPs, using standard and approved methodologies
- As a Trainer, conduct EORE Training of Trainers (TOT) for local stakeholders
- Maintain the safety of the NTS/EORE team during field visits. Maintain working relations and regular communications with security stakeholders in the areas of operations
- Complete basic EORE/NTS documentation accurately and upload data and support documentation into the information management system
- Liaise with DRC Humanitarian Demining, Victim Assistance, and other DRC sectors to ensure an integrated approach
- Upon request, support procurement efforts, including developing the required documentation
- Support NTS/EORE Assistants in their work, contribute to their capacity development
- Comply with all SOP and TMP, flagging issues with its implementation to Supervisors
About you
To be successful in this role we expect you to have at least 2 years of experience in the NTO or IRVNP field.Moreover, we also expect the following:
Required
- Certificate of successful completion of the NTS/EORE training in is mandatory.
- Education: completed higher education
- Experience working with authorities, diverse communities, including children and adolescents
- Excellent communication and interpersonal skills
- Strong attention to detail with familiarity of data collection methodologies and reporting procedures in HMA
- Languages: fluent in Ukrainian language; basic English skills
- Computer skills: basic computer skills, including proficiency with Microsoft Office Word, Excel, PowerPoint and Outlook. Proficiency in ArcGIS, Survey123 and Google Earth. The ability to collect and record accurate field data
Desirable
- Сertificates of successful completion of training in Technical Survey, Training of Trainers, and practical experience in the relevant fields
- Skills of public speaking/conducting training, presentations or other activities with the audience in offline and online formats
- Proven experience of interaction with children, adolescents and adults
- Negotiation skills and experience
- Stress resistance

- Designation of Duty Station: This recruitment is conducted for two NTS/EORE Officer positions based in Sumy and Shostka. Candidates are requested to indicatetheir preferred location in the application or during the next steps of the recruitment process.
