Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organisational Context
The Office of the Prosecutor (OTP) investigates war crimes, crimes against humanity and genocide allegedly committed within the jurisdiction of the International Criminal Court (ICC). Within the Integrated Services Division and as part of the Tracking and Information Fusion Section (TIFS), the Information Fusion Centre (IFC) provides analytical support and advice to the Unified Teams and other OTP sections in specialized areas of analysis, including military analysis, open-source investigation as well as geo-spatial and imagery analysis. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. This Project Officer will assist TIFS with project management and reporting obligations related to a grant. This includes working closely with the Financial Planning and Control Section on the monitoring and reporting of external funds being made available to TIFS. In addition, the Project Officer will also support TIFS with the related procurement processes emanating from the grant.

Duties and Responsibilities
The incumbentwill serve in the Tracking and Information Fusion Section of the Office of the Prosecutor and will support implementation of externally funded projects. Under the direct supervision of the Head of Section, the incumbent will:
- Co-ordinate the monitoring and reporting obligations required by the donor in coordination with the Financial Planning & Control Section to meet reporting obligations in a timely manner.
- Facilitate project management processes and ensure that project milestones are met on time and within the approved budget and engaged resources are utilised efficiently; implement quality assurance methods are in place to address change management and organisational updates;
- Plan procurement actions for assigned projects, which involve the procurement of a variety of goods and services of a general nature, and some technically complex commodities.
- Act as the focal point for procurement related activities, including liaison between Business Support Development Unit (BSDU) and TIFS.;
- Co-ordinate the planning, priorities setting and reporting activities to ensure the collection of management information and implementation of projects to support the strategic planning and operational activities of the Section;
- Perform any other duties are required.
Essential Qualifications
Education:
- An advanced university degree in Business Administration, Public Administration, Social Sciences or a related field. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
- A certification from a recognized professional body or authority in project management (e.g. OGC’s Prince2 certification or PMI’s PMP certification) would be highly desirable.
Experience:
A minimum of five years (seven years with a first level university degree) of progressively responsible professional experience in supporting activities related to strategic planning, performance indicators, performance improvement, change management, finance and administration.

Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
