INTRODUCTION

The Caribbean Development Bank (CDB/the Bank) is seeking to recruit an experienced professional to provide strong leadership and innovative management of the Economic Infrastructure Division of the Projects Department.  The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE DIVISION

The Economic Infrastructure Division (EID) oversees the complete lifecycle of infrastructure projects – from identification and design to implementation – encompassing critical sectors such as transportation, energy, water and sanitation and urban development. In addition, EID plays a pivotal role in coordinating post-disaster recovery to ensure the rapid restoration and resilience of essential infrastructure.  The Division forms part of the Projects Department.

THE ROLE

Reporting to the Director of Projects, the Division Chief (DC), EID contributes to the strategic and operational management of the PD.  The DC, EID’s accountability covers responsibility for delivery of the Division’s work programme, quality of work, results, and risk management, including compliance with Bank policies and procedures.  As a member of the PD management team, that accountability extends to the modeling of appropriate behaviours and the relevant competencies (listed below).

As leader of the EID team, the DC is expected to provide general guidance, technical and procedural expertise, and advice to his/her team on complex tasks.  He/she is expected to contribute knowledge and experience to the various document review processes within the Operations Area and across the Bank.  In terms of results, the DC, EID is accountable for the management, development and execution of the project cycle management process for CDB-funded capital and TA projects for infrastructure sectors.  The DC, EID is supported in the delivery of these results by a team of middle managers, technical officers and administrative staff.

KEY RESPONSIBILITIES

The DC, EID is responsible for management of the Division’s human resources, work programme and budget in the realization of EID’s targets.  In relation to each of these aspects of the job, the DC, EID will be required to:

Results Management

  • Provide conceptual and strategic leadership in the thematic areas of the Division, identifying opportunities for expanding CDB’s development assistance and partnership with other development agencies.
  • Contribute to the Bank’s development agenda, through the provision of technical excellence, knowledge management and sharing, and staff development.
  • Monitor the Division’s deliverables and, with the Division’s middle management, assesses performance against Divisional targets.
  • Manage risk and enforces consistency in the application of, and compliance with, CDB policies, procedures and quality assurance standards.

Resource Management

  • Manage the deployment of human resources to optimise delivery of the work programme.
  • Evaluate job performance and arranges for appropriate professional development in response to performance or business needs.
  • Contribute to the maintenance of a healthy and productive work environment. 
  • Participate in the recruitment, selection and career development of staff of EID to maintain the right skills mix at any given time.   
  • Lead the development and preparation of the Division’s annual work programme and budget, in alignment with the strategic plan and to create synergies across thematic areas.

Relationship Management

  • Develop client/partner relations and represents the Bank in various fora to advance the Bank’s development agenda.
  • Build strong relations with internal boundary partners to foster teamwork, cooperation and commitment to the Bank’s development agenda.

Knowledge Management

  • Strengthen the feedback loop from project cycle management to knowledge sharing through various means of dissemination, e.g. management reports, workshops, policy briefs, seminars, and other knowledge products.
  • Manage the learning and knowledge flows related to the work of the Division.

QUALIFICATIONS AND EXPERIENCE

The DC, EID must have a broad understanding of the socio-economic context within which the Bank is operating and an excellent grasp of current development banking issues. They must be able to plan and facilitate meetings and high-level conferences to create opportunities for the exchange of information and best practices, and to create a platform for policy dialogue.

The successful candidate must have:

  • A Master’s degree in an area relevant to development banking, and specifically to the work of the Division; with a first degree in engineering, business administration, or other relevant social and natural sciences, or other relevant discipline.
  • A minimum of ten (10) years of progressively responsible professional experience of which at least five (5) years as a supervisor of staff.  Experience within an international financial development institution is an added advantage.

FUNCTION-SPECIFIC COMPETENCIES

The DC, EID should have:

  • Excellent technical skills and demonstrated track record of operational experience facilitating timely delivery on client requests for lending and technical assistance operations or equivalent activities.
  • Broad and intensive knowledge of development issues, policies and strategies gained from practice.  Broad knowledge of the products, services, and processes of a multi-lateral development bank.
  • Demonstrated intellectual leadership and credibility with the community of development practitioners.
  • Demonstrated capacity for innovative thinking in knowledge generation, dissemination, and use.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.  The salary is competitive and commensurate with qualifications and experience.  The salary scale for this Grade 22 role starts at USD165,672 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
