Background:

In the framework of the ExB project funded by Norway “Preserving cultural heritage of non-majority communities in Kosovo through digital documentation and restoration of cultural heritage sites” (the Project), the Mission is supporting the relevant institutions to enhance the protection and preservation of cultural heritage in Special Protective Zones (SPZ) and heritage sites belonging to non-majority communities. More specifically, the Project aims to improve the preservation of cultural heritage assets and values in two villages inhabited by non-majority communities: Velika Hoča/Hoçë e Madhe and Letnicë/Letnica. To achieve this goal, the Project foresees the digital documentation of the two villages, the drafting of restoration projects for selected sites, and the restoration of the historic Micić winery in Velika Hoča/Hoçë e Madhe.

In line with international standards and best practices, the comprehensive documentation of monuments and their state of conservation is instrumental to their successful restoration and long-term preservation. Documentation of heritage sites is crucial for recording and transmitting to future generations information on heritage sites’ history and state of conservation. Accurate documentation of heritage sites, especially through innovative digital 3D techniques, enables policy makers and heritage institutions to make informed decisions on restoration and preservation initiatives, including the selection of the most suitable typology of intervention, scale of the works, materials, and methodology to be used, among others.

In this context, the Project foresees the development of the 3D documentation of the village of Velika Hoča/Hoçë e Madhe (Activity 1.1.) and the village of Letnicë/Letnica (Activity 2.1) through 3D laser scanning of the villages with Geoslam Horizon mobile laser scanner and photogrammetry of selected monuments.  

The hired consultant will provide technical and substantive inputs to ensure quality control and alignment with latest technological and scientific developments. The consultant will provide a crucial role in providing expertise on digital documentation and conservation/restoration of cultural monuments, supporting the project management team in successfully delivering on the project results in line with the international conservation standards and best practices. Therefore, the consultant will have an important oversight role from a technical perspective on the deliverables produced by the project. Pending availability of funding, the consultancy contract may be extended to the next phase of the project, which includes the drafting of three restoration projects on selected heritage sites in Velika Hoča/Hoçë e Madhe and Letnicë/Letnica, and the restoration of a heritage site in Velika Hoča/Hoçë e Madhe.

Objective of Assignment: 

To provide technical and substantive inputs to ensure quality control and the timely and effective implementation of the project, leading to the achievement of planned results.

Duration of Assignment:

The Consultant will be hired for 12  working days.

Tasks and Responsibilities:

  1. Draft technical specifications, inputs, including evaluation criteria, required for the bidding documents to hire a company to conduct the digital documentation of the villages of Velika Hoča/Hoçë e Madhe and Letnicë/Letnica;
  2. Review and provide detailed feedback to the OSCE Project Manager on the proposals submitted by the digital documentation companies;
  3. Provide 

    technical advice and guidance to the selected company for the completion of the digital documentation of the villages;

  4. Undertake one 3-day trip to Kosovo, to Velika Hoča/Hoçë e Madhe and Letnicë/Letnica, to supervise the works of the 3D laser scanner company;
  5. Review the files and documents submitted by the company and provide detailed feedback to adjust or revise the final deliverables, as needed;
  6. Provide guidance to two local architects on their draft restoration projects for selected sites in the two villages. 
     


Deliverables:

  • By 1 April 2026, submit to the OSCE Project Manager the technical specifications and inputs to be included in the bidding package for the selection of the digital documentation company.

Performance indicator:

Qualitative and timely submission in written format of the technical specifications and inputs to the OSCE Project Manager.
 

  • By 15 May 2026, submit detailed and written feedback to the OSCE Project Manager on each proposal submitted by the companies against the criteria set out in the bidding package and international quality standards and best practices.

Performance indicator:

Qualitative and timely submission of the feedback to the OSCE Project Manager.
 

  • By 1 July 2026, participate in two technical meetings to provide technical advice and guidance to the selected company.  

Performance indicator:

Qualitative and timely feedback provided to the company, and participation in the two meetings. 

  • By 31 July 2026, the consultant participates in one field trip to Velika Hoča/Hoçë e Madhe and Letnicë/Letnica to organize and provide technical support to the company.

Performance indicator:

Field trip to Kosovo successfully accomplished. 

  • By 15 August 2026, submit to the OSCE Project Manager and the company written and detailed feedback on the files and documents provided by the company.

Performance indicator:

Qualitative and timely submission of the feedback to the company. 

  • By 31 August 2026, participate in two technical meetings to provide technical advice and guidance to the local architects on the draft of the restoration works.

Qualitative and timely submission of the feedback to the local architects. 
 

Necessary Qualifications:

  • Master’s degree in architecture, engineering, cultural heritage conservation and/or restoration, or another related field;
  • Minimum 10 years of professional/working experience in the field of cultural heritage restoration and preservation, with a track record of experience in digital documentation and restoration/conservation of cultural heritage sites;
  • Work experience on designing, planning, and implementing 3D digital documentation (both laser scanning and photogrammetry) in different capacities, including operator, topographer, supervisor, etc., demonstrable through submission of at least five samples of previous work, including preferably the drafting of bidding documents;
  • Deep knowledge of computer software (MetaShape, AutoCAD, etc.) and equipment (cameras, laser scanners, preferably mobile laser scanners, etc.) required to complete the 3D digital documentation of heritage sites;
  • Excellent knowledge of English (written and spoken);
  • Attention to detail and quality control.
     

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
