Mission and objectives

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works
for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and the implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of the following strategic goals: elimination of violence against women and girls; implementation of the women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in the integration of women’s rights and gender equality in all spheres of UN work.

Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerged as one of the world’s most complex emergencies with over 3 million refugees already fleeing the country and with a growing humanitarian crisis and needs. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people, host communities, and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine, are in the front line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender- based violence.

The UN Women Dnipro Sub-Office was established in 2023 to strengthen UN Women’s operational presence in eastern Ukraine and to respond to the complex and evolving humanitarian and recovery needs in conflict-affected regions. Based in Dnipro city, the sub-office covers Dnipropetrovsk, Zaporizhzhia, Poltava, Donetsk, Sumy, and Kharkiv regions. The Dnipro Sub-Office plays a primarily programmatic role, while also supporting coordination, representation, security, and field presence.

The Dnipro Sub-Office focuses on promoting gender equality and women’s empowerment (GEWE) at the sub-national level through sustained engagement with regional and local authorities, the United Nations system, women’s rights organizations, civil society organizations, and community-based networks. Its work includes analyzing social, economic, and political dynamics affecting women and girls; providing technical and strategic guidance on regional gender priorities; strengthening partnerships; mobilizing and supporting women’s networks; and serving as a regional information hub for effective, area-based approaches to women’s empowerment.

Under the direct supervision of the Head of the Dnipro Sub-Office, the Programme Assistant will provide:
• Administrative, coordination, and operational support to UN Women programme implementation in the target oblasts of Eastern Ukraine, in line with the Strategic Note for 2025–2029
• Support to coordination, communication, and partnership-building with implementing partners, stakeholders, regional and local authorities, civil society organizations, and other UN agencies, as required
• Support to programme monitoring, reporting, documentation, and knowledge management processes

Task description

Within the delegated authority and under the supervision of the Head of the Dnipro Sub-Office or his/her
designated mandated representative(s), the UNV Programme Assistant will:

1. Support the implementation of Programme/Portfolios

• Provide administrative and operational support to the implementation of programme and project activities in line with the Strategic Note for UN Women Ukraine Country Office 2025– 2029 and approved work plans.
• Support the collection of inputs and drafting of narrative progress reports, results frameworks, and expenditure tracking information for internal and donor reporting.
• Maintain accurate and up-to-date records and files related to programme activities, deliverables, risks, and issues in accordance with UN Women procedures.

2. Support coordination with partners, stakeholders, and partnerships

• Assist in maintaining regular communication with the partners, government counterparts, civil society organizations, UN agencies, donors, and other stakeholders on programme-related matters
.• Support the organization of coordination meetings, briefings, and follow-up actions with partners and donors, including preparation of meeting notes, summaries, and action points, as required.
• Support the functionality and operations of the Gender in Humanitarian Action (GiHA) Working Groups in eastern Ukraine, including supporting the development and updating of workplans and budgets, and ensuring the proper implementation of activities, monitoring, evaluation, and documentation of lessons learned, in consultation with the co-chairs.
• Assist in compiling background information, data, and inputs related to partnerships and resource mobilization initiatives. Provide background research and compile inputs for concept notes, donor briefs, and funding proposals; maintain internal tracking of funding opportunities and donor engagement actions.
• Assist in collecting information on partners’ capacity-building needs and support logistical arrangements for trainings, workshops, and mentoring activities.

3. Support monitoring, reporting, and documentation

• Collect, compile, and organize data and supporting documentation required for programme monitoring, reporting, and evaluations.
• Assist in tracking the implementation of activities against approved work plans.
• Support the review and consolidation of implementing partners’ narrative and financial reports for completeness and compliance with reporting requirements.
• Provide inputs and supporting data for Country Office, regional, and headquarters reporting.

4. Provide administrative support

• Provide administrative and logistical support to programme staff of the Dnipro Sub-Office and visiting missions, including travel and meeting arrangements.
• Maintain programme-related administrative records and documentation in corporate systems and shared drives, ensuring proper filing and accessibility.
• Support the organization and logistical arrangements of programme activities, meetings, workshops, and missions.
• Follow up on pending administrative actions and support internal coordination with operations and other units, as required.
• Assist in updating the projects' procurement and spending plans and budgets.

5. Support knowledge management, advocacy, and communication

• Assist in documenting lessons learned and good practices.
• Support the organization of advocacy events, trainings, workshops, and knowledge-sharing activities.
• Contribute to the collection and organization of content for communication and visibility materials, in coordination with the communications team.
• Share relevant information effectively, including dissemination of knowledge products and advocacy materials.
• Assist in designing and distributing communication materials, such as newsletters, social media posts, and press releases.
• Document key and emerging issues that need the attention of the working groups, chairs, and co-chairs, including clusters.
• Assist in collecting relevant data using various methods, including surveys, databases, and interviews.
• Perform initial literature reviews, summarizing key findings and outlining gaps in current research.
• Participate in the collection and analysis of project-related data, ensuring meticulous maintenance of all files.
