The two locally registered entities CIB and CIM boast of a dedicated team of over 100 staff and 200+ volunteers each. The organization operates offices and programs that support close to 50,000 young people across different communities in Metro Manila, Bulacan and Albay, Bicol.

THE CAREER OPPORTUNITY (MOre ABOUT THIS ROLE)

The Capability 4 & 5 Program Lead – Child Path Scale-up Implementation Project is a one-year project based technical leadership role focused on effectively supporting implementation of the Child Path Model for both CIB and CIM. This position reports to the Program Manager of the agency with which the staff member holds a formal employment contract (either CIB or CIM), with technical reporting and coordination responsibilities to the Program Manager of the counterpart agency and the Global Lead for Complementary Initiatives and Agency Partnerships.  

This mission‑critical role translates Global Capability 5 guidance into fit‑for‑purpose, locally grounded, agency specific implementation. As the Capability 4 & 5 Program Lead, you will be on the frontlines of strengthening supportive relationships and environments along the Child Path—ensuring caregivers, health centers/clinics, and schools are actively engaged to improve child and youth wellbeing.

With a strong emphasis on social accountability (Community Score Card or CSC), caregiver engagement, and system responsiveness in health and education settings, the C4 & 5 Program Lead is accountable for coordinating learning, documentation, and adaptive implementation to inform future scale.

As part of CI’s 2026 learning agenda, the role will also lead and support the Bicol C5 Health pilot, contributing structured learning on how to adapt CSC for maternal, newborn, child, and adolescent health (MNCH + AH) while maintaining a light‑touch, scalable approach.

RESPONSIBILITIES OF THIS ROLE

Capability 5 Implementation & Learning (across both CIB and CIM) – ~25%

  • Lead agency specific implementation of Capability 5 approaches, ensuring alignment with the Child Path Model.
  • Support caregiver engagement models, including testing of group size, schedules, facilitation approaches (staff‑led, peer‑led, hybrid), and referral linkages.
  • Maintain and strengthen Social Accountability (CSC) implementation in health centers/clinics and schools, ensuring community participation, action‑planning, and follow‑up.
  • Coordinate light‑touch learning and documentation, capturing what works, what does not, and why, to inform continuous improvement.
  • Feed agency learning into cross‑agency and global C5 learning loops, supporting future guidance and scale decisions.

 

C5 Health Pilot – Targeted Learning Focus (Time‑Bound specific to Bicol) – ~30%

Note: The pilot is a structured learning exercise and does not replace broader C5 agency responsibilities. As part of the 2026 C5 learning agenda, the C4 & 5 Lead will:

  • Implement the Bicol C5 Health pilot, adapting the Community Score Card (CSC) for MNCH and adolescent care.
  • Test targeted CSC indicators, youth–provider engagement sessions, and scalable monitoring methods.
  • Coordinate planning, stakeholder engagement, and learning with health center/clinic leaders, health authorities, community members, youth, and global technical teams.
  • Document learning on feasibility, staff effort, partnership readiness, and receptivity for guidance, transition framework, and scaling recommendations.

 

Monitoring, Evidence & Learning (MEL) (across both CIB and CIM) – ~10%

  • Work with MEL Lead to define minimal, actionable indicators for C5 implementation.
  • Track operational learning (staff time, workflows, feasibility).
  • Lead after‑action reviews and learning synthesis for both ongoing C5 work and the Bicol pilot.
  • Support evidence‑informed decision‑making for 2027 planning and scale.

 

Capacity Building, Operations & Safeguarding (across both CIB and CIM) – 10% (combined)

  • Train and mentor Field Officers and partners in participatory facilitation (CSC/SA), youth‑friendly and caregiver‑responsive approaches and basic learning and documentation tools
  • Ensure operational planning, budgeting, and safeguarding compliance across all C4/5 activities.

 

Team Leadership & Development (across both CIB and CIM) – 25%

  • Recruit, supervise direct reports in alignment with CI values and established leadership profiles, resulting in enhanced operational effectiveness and efficiency.
  • Develop and manage performance of direct reports through clear accountability, coaching, ongoing feedback, and intentional developmental opportunities.
  • Visibly champion change to adapt and integrate with the Child Path Model, new operating model, and future evolving work environments.
  • Foster a learning culture that tackles agency challenges and models effective problem solving. Join learning sessions to exchange best practices and lessons learned.
  • Role model and reinforce within the Program Department core behaviors aligned to CI values consistently.
  • Enable seamless information flow, break down silos, and stimulate effective collaboration across stakeholders within the global organization, agency as well as the community, maximizing collective impact for our children, youth, and families.

EDUCATION, EXPERIENCE AND KEY SKILLS

  • Bachelor’s degree in public health, education, social/community development, social sciences, or a related field. Minimum 5–7 years’ experience in community program implementation or partnership management in the non-profit sector, including at least 2–3 years facilitating participatory processes, community committees, or school/health center/clinic projects.  
  • Experience translating global guidance into local implementation and documenting learning for improvement/scale, an advantage.
  • Demonstrated expertise in building and using local strategic partnerships, engaging stakeholders across sectors, and handling partnership due diligence, collaborative design, evaluation, budgeting, and work planning.  
  • Strong expertise in facilitation, negotiation, relationship building, and conflict resolution with internal stakeholders such as caregivers, youth, and service providers, as well as external partners including government officials, local NGOs, community leaders, and influencers.
  • Data literacy for “light‑touch” indicators and simple dashboards; MS 365 Suite (Teams, SharePoint, Work, PowerPoint, Forms/Excel).
  • Fluency in both spoken and written English and at least one relevant local language (Tagalog, Bikol, etc.) with excellent communication and presentation abilities.
  • Demonstrated vision and commitment to supporting social service and/or humanitarian causes.
  • Learning mentality characterized by listening, humility, and openness/courage to change.

WORK AND TRAVEL REQUIREMENT

  • Flexibility to accommodate work schedules that may include weekend and evening hours depending on partnership development activities and schedules.
  • Willingness to travel often and for extended periods of time across different operating locations in the Philippines, with occasional travel outside the country, as needed for C4 and C5 activities, partners engagement, training sessions, and other program-related events.

External: Health center/clinic managers/DOH/LGU focal points; school heads/teachers; community groups; youth representatives; local NGOs/private partners.
