Organizational Context and Scope
The International Organization for Migration (IOM) is part of the United Nations System as the leading inter-governmental organization promoting since 1951 humane and orderly migration for the benefit of all, with 175 member states and a presence in over 100 countries. IOM has had a presence in Algeria since 2002.
The successful candidate will be under the overall supervision of the Chief of Mission and the direct supervision of head of programme , and in close coordination with programme teams, the National Media and Communications Officer will support the implementation of IOM Algeria’s communication and visibility activities.
Responsibilities
- Coordinate and implement specialized internal and external communication activities to support the timely and anticipated preparation and execution of communications campaigns, events, and projects for different target audiences, avoiding reputational risks for the IOM Mission in Algeria.
- Implement the IOM Algeria internal communications strategy by following up on communication activities, including work plans, work plan schedules, objectives, target audiences, key messages, tactics, products, resource and budget management, follow-up, and evaluation.
- Coordinate with the communication team in Algeria and work with internal programmatic and supporting unit teams to create appropriate communications work plans, schedules, deliverables, and strategies for specific projects and audiences, such as donors and the private sector.
- Prepare, review, and update a wide range of communication products, in French, Arabic and English, to promote IOM’s operation, including Lines to Take (LTTs), sub-office two-pagers, thematic fact sheets, press releases, and web articles, life stories, presentations, social media publications, among others.
- Coordinate the planning and development of internal and external dissemination activities, such as high-level missions, media coverage, event participation, informative meetings, press conferences, and interviews with IOM’s management and technical teams.
- Provide strategic guidance regarding communication issues to implementing partners, donors, media, and opinion leaders to guarantee coherence in messages, visibility, and the use of IOM’s logo and to ensure understanding of the Organization’s mandate.
- Support strategic partnerships with key stakeholders regarding communications within the UN System, the Government of Algeria, donors, implementing partners, civil society, and the private sector to support and maximize the organization's impact.
Participate in interagency media and communication working groups to facilitate information flow and community engagement activities across agencies and act as FP for the UN Communication Group.
- Provide timely guidance regarding communication issues to other unit team members and other IOM staff to strengthen good practices and ensure compliance with the standard operation procedures for communication requests, guaranteeing that they are met according to the guidelines of the executive and regional offices.
- Serve as liaison with internal thematic focal points, and external stakeholders (regional IOM comms teams, media, implementing partner comms teams, local and national governments comms teams, etc.), providing and expediting a regular flow of information, day-to-day assistance, updates on work plans, and follow-up on key international dates, communications policies, and operations of IOM to different audiences.
- Draft and review content for social media use and internal and external web channels, perform copy-editing processes, and perform quality control for the organization's products and deliverables before Senior Management reviews them.
- Update the IOM Algeria website
- Undertake duty travel as required.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Project Management, Development Studies, Human Rights, Peace Studies, Migration Studies, International Studies, Liberal Arts, and Social Sciences, or
Bachelor’s degree in design, corporate communications, digital narratives, marketing, advertising, journalism, or any related field with two years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Professional experience creating and implementing communication strategies, media management, drafting, reviewing national and/or international communication products, and communications risk management and crisis control.
Experience in providing project management on migration, human rights, peace, humanitarian assistance or development issues.
Experience with the UN System or multilateral organizations, donor-funded projects, and/or the private sector. Experience with PRIMA project management and budget follow-up software is desired.
Experience in designing and editing standard and multimedia content for traditional and digital communication platforms, including social media, is desired but not mandatory.
Skills
Strong editorial judgment, including ethical and political awareness, proactivity, content writing, and copy editing.
•Solid and up-to-date knowledge of the management and optimal use of photographic and audiovisual equipment.
•Experience in implementing mass, advertising, and media strategies and supervising people while doing it.
•Strong and up-to-date computer skills, including advanced proficiency in various Microsoft Office applications (Excel, Word, PowerPoint, Publisher, etc.), Adobe Creative Cloud Suite (InDesign, Photoshop, Illustrator, After Effects, Premiere Pro, Lightroom), and Canva, as well as web editors.
Languages
Fluent in English (B2-C1) .
REQUIRED
For this position, fluency in English and French is required (oral and written).
Working knowledge of Arabic is an advantage
