Project Context and Scope
IOM’s vision to Migrants Health Department is “Migrants and mobile populations benefit from an improved standard of physical, mental and social wellbeing, which enables them to substantially contribute towards the social and economic development of their home communities and host societies”.
Based on this vision, IOM Algeria provides medical health assessment for immigration and returnees under the Arrival Voluntary Returnee and Reintegration (AVRR) Program( MPRR….). Since 2023 MHD has been responsible for predeparture assessment and medical assistance for the AVRR program and the medical health assessment in Migration Health Assessment Centre (MHAC) under global Migration Health Department (MHD).
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Centre/Shelter manager and the technical supervision of the Migration Health Officer, the successful candidate will be responsible for the following duties and responsibilities in relation to the Migration Health Assessment, primary responsibility will be to provide medical support and care to migrants and refugees during their journey and stay in various migration facilities. You will work closely with a multidisciplinary team to address the health needs and ensure the well-being of individuals and families.
The Consultant will contribute to the Migration Health Department, focusing on migration health assessments, medical consultations and overseeing medical case management in close coordination with the Migration Health Officer to implement effective health services in IOM facilities.

Responsibilities
Conduct health assessments and screenings for migrants upon their arrival at migration facilities. Evaluate and document their medical conditions, identify any immediate health concerns, and provide necessary follow-up care.
Respond to medical emergencies and provide immediate medical care to migrants in critical conditions. This includes administering first aid, stabilizing patients, and coordinating with emergency medical services, if required.
Deliver health education sessions to migrants, focusing on topics such as disease prevention, hygiene practices, sexual and reproductive health, mental well-being, and access to healthcare services. Provide individualized counselling to address specific health concerns or questions.
Implement infection control measures to minimize the spread of diseases within migration facilities. Conduct regular health screenings and vaccinations to prevent and control communicable diseases among migrants.
Work closely with various stakeholders, including migration authorities, NGOs, and local healthcare providers, to ensure the provision of timely and appropriate healthcare services to migrants. Share medical information and collaborate on referral processes for specialized care.
Maintain accurate and up-to-date medical records, documenting health assessments, treatments, and follow-up care provided to migrants. Prepare regular reports on medical activities and outcomes for internal and external reporting purposes.
Accuracy and completeness of medical records
Number of migrants with identified medical conditions receiving follow-up care
Response time to medical emergencies, within minutes following an alert
Number of individualized counselling sessions provided per quarter to migrants in the centres
Incidence rate of communicable diseases detected among migrants
Percentage of referrals to specialized care resulting in successful outcomes
Qualifications
Required Qualifications and Experience
Education, Experience and/or skills required
Nursing Degree with a minimum of three years relevant clinical experience and a valid license to practice nursing in Algeria.
Experience working in the field of migration health, refugee health, or a similar healthcare setting is preferred.
Knowledge of public health principles, infectious disease control, and international health guidelines in the context of migration.
Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.
Empathy, cultural sensitivity, and the ability to build rapport with individuals from diverse cultural backgrounds.
Strong communication and interpersonal skills, with the ability to effectively communicate with patients, colleagues, and stakeholders.Ability to work in a fast-paced and high-pressure environment, demonstrating resilience and adaptability.
Excellent organizational skills and attention to detail.
Proficiency in relevant computer applications and electronic medical records systems: MS Office suite (Word, Excel, Access)
Languages
- REQUIRED Fluency in English and French
DESIRABLE Fluency in Arabic

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
