Duties and Responsibilities
The incumbent reports to Area Education Officer in the selected area. Under the supervision of the Education Programme/Inclusive Education Focal Point and in close coordination with the Head of the Education Development Centre (H/EDC),the SEN Educational Specialist will be responsible for the following: • Provide direct assistance to school principals, school support teams, and teachers in assessing, screening, and identifying students with social, emotional, behavioral, physical, sensory, and learning difficulties. This support includes guiding the development of Individual Education Plans (IEPs) and educational accommodations to enhance students' learning experiences. • Facilitate and support the referral process for students identified with additional needs, ensuring timely access to therapeutic consultations and specialized services, where necessary, in line with established protocols. • Actively contribute to the implementation of UNRWA's Inclusive Education Policy, Strategy, and Toolkit at the school level, ensuring alignment with the agency's broader inclusive education goals. • Participate in structured training aimed at enhancing the SEN Specialists' ability to design and develop individualized response plans for SEN students, including students with disabilities. The training will include coaching and ongoing technical support. • Collaborate with the education team to develop a structured Planning Matrix that responds to the 40 recommendations outlined in the recent study on disability and inclusive education. This will support informed decision-making and programme design. • Contribute to the finalization of materials for "Disability & Inclusive Education" awareness sessions, targeting educators, parents, and the wider community. Tasks include the development of presentations, factsheets, brochures (in both English and Arabic), and an implementation plan to ensure outreach and impact. • Support the delivery of training sessions during the summer for the education Support Cadre, namely Coordinators, Education Specialists, and School Counselors. These sessions will equip the cadre to conduct capacity-building and awareness sessions for School Principals {SPs), Deputy School Principals(D/SPs),and Teachers at the beginning of the school year. • Provide direct learning support to students, particularly in the area of catch-up learning, helping students with special education needs bridge learning gaps and reintegrate effectively into mainstream education settings. • Design & develop over the summer the next school year plan based on needs & available resources • Prepare a plan for monthly visits in all the schools In their assigned area. • Support in the assessment of the teachers' needs about detection, management and referral of SEN children, and design and implement professional development training accordingly. • Assist teachers to plan, differentiate, enrich, adapt and use a wide range of classroom material to support students with special needs. • Coordinate with school counsellors, Education specialists and the health tutors in the areas to support SEN students. • Support the teachers and the Learning Support Program team to prepare individual education plans (IEP) to differentiate appropriate activities for SEN pupils in relation to the curriculum. • Coordinate with kindergartens for the early detection of SEN students who will enroll in grade 1 • Coordinate with the social workers (RSS Department) to raise awareness and follow up the cases with • Support the Education Program to coordinate with NGOs and specialists for diagnostic and therapeutic consultations needs • Disseminate good practice In SEN across schools. • Collect information on the SEN students, monthly, on the database • Support in tracking the cases and prepare reports on SEN children's progress. • Carry other duties when deemed necessary by the Education Programme including related capacity building, and provision of catch-up learning.
Qualifications/special skills
.A university degree from a college or university recognized by UNRWA in special education or any school related subject plus a higher Diploma in special education or in Educational Psychology plus higher Diploma in special education. minimum of 3 years of experience in special education mainstreaming, psychosocial/counselling experience in educational context, and preferably at school level, is required.
Languages
Excellent command of written and spoken English and Arabic.
