Organisational context
Under the direct supervision of the Director of Management Services (DMS), the Budget Section ensures that the Registry puts in place adequate services, for the benefit of all Organs and activities of the Court. The Budget Section provides effective, timely, accurate budgeting and control services to the Court, as well as budget and forecast information and reports to management, the Committee for Budget and Finance (CBF) and the Assembly of State Parties (ASP). The Section works in close cooperation with the Finance Section (FS), the SAP team and the Human Resources Section (HRS) for all services related to financial administration, disbursement, treasury and accounts and payroll.
Duties and Responsibilities
Within this framework, under the direct supervision of the Budget Planning and Monitoring Officer and the overall guidance of the Chief of the Budget Section, the incumbent will perform the following duties:
- Support the Budget Planning and Monitoring Officer in the accurate and timely preparation, implementation, forecasting and planning of the annual budgets of the Court through the applicable financial systems.
- Provide substantive support to budget holders in the preparation of their budget submissions in the SAP Business Planning and Consolidation (BPC) module and through the standard budget submission tools; maintain financial data and documentation of changes to budget proposals; and coordinate production of supplementary budget proposal documents, including Contingency Fund notifications.
- Assist in the review and analysis of cost estimates and budget proposals from Organs/Sections at Headquarters and the External Offices including programmatic aspects.
- Calculate and monitor use of the ICC Standard Salary Costs for the budget based on the United Nations’ salary scales and according to the ICC methodology.
- Draft the budget performance reports for the CBF and the monthly Court performance reports, coordinating with both FS and HRS to obtain the relevant data for inclusion.
- Responsible for the preparation of financial forecasts, monitor budget implementation and work closely with the SAP team regarding the maintenance of budget data in SAP and with budget stakeholders on their proposed requirements and on actual expenditures.
- Monitor implementation of the budget in line with expected results, analysing variances between approved budgets, actual expenditures and latest forecasts, and recommend and approve reallocation of funds as necessary.
- Assist with maintaining the organisation’s performance, including through relevant key performance indicators to effectively monitor implementation of the Court’s strategy, annual budgets and activity plans.
Essential Qualifications
Education:
Advanced university degree in business or public administration, finance, business information management or related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Work Experience:
- A minimum of two years (four years with a first level university degree) of progressively responsible experience in budget, finance, resource management or related area is required.
- Experience in budgetary principles and practices is required.
- Professional experience with financial and ERP systems, in particular SAP, is required. Within SAP experience, knowledge of BPC is strongly preferred. Additional experience with PCP/PBC is highly desirable.
- Expert knowledge of Excel and database management is highly desirable.

- ICC Financial Rules and Regulations, as well as its administrative policies and practices;
- Knowledge of results-based budgeting;
- Develop clear goals that are consistent with the agreed strategies;
- Identify priority activities and assignments, adjusting priorities and plans as required;
- Foresee risks and allow for contingencies when planning;
- Effectively present information and respond appropriately to questions from managers and external bodies/organisations;
- Good interpersonal skills with an ability to work in a multi-cultural and multi-ethnic environment with respect for sensitivity;

Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
