Unit Context:
The ITS Data Office is the central entity within the World Bank Group’s Information and Technology Solutions (ITS) department responsible for enabling data, AI, information, and knowledge capabilities across the institution. It comprises four Units focused on platforms & tools, product & service delivery, enablement and governance. The office plays a pivotal role in advancing the Bank’s digital transformation, supporting business domains with trusted data, information and AI capabilities, and fostering a culture of responsible innovation.
The Governance Unit is the strategic driver of trust, agility, and responsible innovation in the organization’s data, information, and AI landscape. The unit develops and oversees governance frameworks, policies, and stewardship models that enable the Bank to maximize the value of its data and information. By embedding governance into product and service delivery, platform design, and business engagement, the unit positions governance as a catalyst for AI transformation and business impact. The Unit also fosters partnerships and thought leadership, ensuring the Bank remains at the forefront of global best practices in data, information, and AI governance.
Duties and accountabilities:
Position Summary
The Senior AI Governance Leader is responsible for establishing and leading the enterprise AI governance framework to ensure responsible, ethical, compliant, and value-driven use of artificial intelligence across the organization.

This role assists with strategic direction, policy oversight, and operational governance for AI systems — including generative AI, machine learning models, automated decision systems, and emerging intelligent technologies.

The leader partners with executive stakeholders across Data, Technology, Risk & Compliance, Legal, Security, and business units to enable innovation while managing regulatory, ethical, reputational, and operational risk.
Key Responsibilities
1. Enterprise AI Governance Strategy
• Develop and execute the enterprise AI governance strategy aligned with corporate strategy and risk appetite.

• Establish AI principles, policies, and standards (ethical AI, explainability, bias mitigation, transparency, human oversight).

• Define AI governance operating model.

• Align AI governance with Data Governance, Information Governance.

2. Responsible & Ethical AI Oversight
• Lead the development of responsible AI policy, procedures, guidelines and controls.

• Participate in established review or AI ethics committees/working groups as needed.

• Ensure meaningful human oversight mechanisms are embedded in high-impact use cases.
3. Regulatory & Compliance Management
• Monitor emerging AI regulations (e.g., EU AI Act, U.S. federal/state developments, sector-specific requirements).

• Translate regulatory requirements into actionable enterprise controls as needed.

• Partner with Legal, Risk and Compliance to ensure defensible AI deployment.

• Prepare executive and board-level reporting on AI governance posture.

4. AI Lifecycle Governance
• Define standards across the AI lifecycle

• Use case intake and risk classification

• Inventory – single source of truth of our AI solutions

• Work with peers on data sourcing and quality validation

• Deployment approval

• Ongoing monitoring and retirement

• Ensure documentation standards and audit readiness.
5. Generative/Agentic AI Governance
• Establish guardrails for generative AI usage (internal and external).

• Define acceptable use policies.

• Working with AI committees implement monitoring for prompt misuse, data leakage, and reputational risk.
6. Organizational Enablement
• Ensure governance practices are embedded in delivery, platform design, and business engagement.  (Shift governance to the left).

• Provide advisory support to business units developing AI solutions.

• Balance risk mitigation with innovation enablement.

• Serve as a visible thought leader on responsible AI practices.

7. Metrics & Reporting
• Define KPIs and KRIs for AI governance effectiveness.

• Develop executive dashboards and reporting mechanisms.

• Make sure we have proper tracking for AI inventory and risk tiering across the enterprise.
8. Team Leadership
• Build and lead a multidisciplinary AI governance team.

• Foster a culture of transparency, accountability, and psychological safety.

• Coach staff on emerging AI risk domains and regulatory shifts.

Selection Criteria

Qualifications 
• Requires a Master’s degree with 8 years of experience or a Bachelors degree with a minimum of 10 years of relevant experience, or equivalent combination of education and experience.

• 10+ years of progressive leadership experience in either AI, data governance, model risk, compliance, technology risk, or related domain.   

• Demonstrated experience developing governance frameworks at enterprise scale.

• Deep understanding of AI/ML lifecycle and generative AI risks.

• Strong knowledge of regulatory landscape impacting AI.

• Ability to balance risk mitigation with innovation enablement.

Preferred
• Familiarity with NIST AI Risk Management Framework, ISO AI standards, EU AI Act.

• Professional certifications (e.g., Safe Agile, Data Governance / Information Management, PMP, AI governance certifications).
