BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Country Strategic Plan of WFP Madagascar for 2024–2028 is guided by the vision to ‘transform food systems and social protection for a resilient Madagascar’, based on the humanitarian-development nexus approach. In complementarity to its core mandate of providing humanitarian assistance to meet food and nutrition needs, WFP Madagascar is investing in improving emergency preparedness, in strengthening resilience at household and community levels and in enhancing human capital development.

As part of the partnerships team and working closely with other key units, this position will support the expansion of WFP’s donor base by managing and developing new and existing partnerships with government donors, private sector partners, foundations and external entities such as UN agencies, intergovernmental institutions, and international financial institutions. In particular, the person will take the lead on mobilizing resources from the private sector (national and internal) and foundations, as well as international financial institutions. The staff will contribute to the development of advocacy material, project proposals, reports and project documents to maximize funding opportunities and position WFP Madagascar particularly around the humanitarian-development-peace nexus to benefit the CO’s shift towards a stronger changing lives agenda and the achievement of the SDGs and Zero Hunger in Madagascar.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Head of Partnerships Unit, the staff will:

  • Design and lead the implementation of a work plan for an assigned area that will enable WFP to identify, develop and strengthen quality partnerships in support of WFP’s strategic objectives.

  • Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up.

  • Drive the positioning with partners on WFP’s corporate value proposition in specific thematic areas, using tailored content and language that speaks to individual partner audiences and align with on-going policy dialogue in national and global fora; Manage internally to support coherent partner engagement across the organization.

  • Take the lead in mobilizing resources from private sector entities, including foundations, coordinating with the Private Sector Partnerships team in Global HQ

  • Take the lead in advancing resource mobilization efforts from select International Financial Institutions (IFI), and support functional units on partnership strategies and partnership/contribution management for IFI funding, in line with corporate norms, processes and legal agreements.

  • Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units across the CO and Global HQ.

  • Act as focal point in managing the relationship with a set of donors, sharing information with counterparts, preparing meetings, supporting the organization of field missions and liaising between the donor and WFP Madagascar as needed.

  • Develop background briefs for WFP management meeting with donors as needed, especially ahead of Executive Board sessions, and support the preparation of the bi-annual donor and partner briefing.

  • Contribute to the development of advocacy and communication material to advance the CO’s resource mobilization strategy and support fundraising activities, ensuring consistency with corporate messages

  • Support the communications team on donor visibility for confirmed and prospective contributions.

  • Any other task required for the role

EXPERIENCE AND QUALIFICATIONS

Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

At least 5 years of postgraduate progressively responsible professional experience in partnership roles, having designed resource strategies and managed the full resource mobilization lifecycle.

Knowledge & Skills:

Ability to develop and maintain effective work relationships with different stakeholders in an office.  

Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook).

Languages: Fluency (Level C) in English and French required.
