Organizational Context and Scope
IOM’s programming in Türkiye operates within a complex migration and displacement context and supports migrants, refugees, and other vulnerable populations through a range of migration management and protection interventions. Under the Protection Unit (PXD) IOM implements Assisted Voluntary Return and Reintegration (AVRR) programming, including the National Assisted Voluntary Return and Reintegration (NAVRR) Programme, which facilitates safe, dignified, and informed voluntary return and reception and post-arrival reintegration assistance to eligible beneficiaries. AVRR interventions include the delivery of direct assistance through cash-based and in-kind support, as well as payments to service providers, implemented in line with IOM standards, donor requirements, and protection principles, and in close coordination with national authorities and partners.
Under the overall supervision of the National Resource Management Officer and the direct supervision of Senior Finance Associate, and in close coordination with the Protection Unit, the Project Assistant (Cash Disbursement will support the implementation of AVRR/NAVRR activities by assisting with the accurate, timely, and compliant disbursement and recording of cash-based and in-kind assistance. The position supports financial and administrative processes related to direct assistance to beneficiaries, payments to service providers, and other programme-related expenditures, in accordance with IOM financial policies and procedures.
Responsibilities
1. Assist in the administrative implementation and monitoring of project activities under assigned PXD projects.
2. Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc, including liaison with Finance and SCU on financial and procurement issues and procedures.
3. Draft status reports, identifying shortfalls in delivery and bringing them to the attention of the supervisor and focal points in the Protection Unit.
4. Draft correspondence, reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.
5. Organize meetings, workshops and training sessions.
6. Respond to general information requests and inquiries, including the retrieval, compilation, summarization, and presentation of information/data on specific (N)AVRR project topics.
7. Perform the duties of Cash Custodian, including safekeeping funds in accordance with established procedures.
8. Assist in preparing unit funding requests for cash distribution activities under the guidance of the supervisor.
9. Execute cash disbursements for all duly approved Petty Cash Claims and/or Requests for Payment in accordance with established procedures.
10. Maintain cashbooks by recording transactions on timely basis and assist in periodic reconciliation of balances with cash on hand.
11. Generate Cash Certificates and supporting documentation for submission to the Resource Management Unit (RMU) in Ankara at the close of each month.
12. Perform any other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
• Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or
• High school diploma with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
• Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
• Attention to detail, ability to organize paperwork in a methodical way.
• Discreet, patient and willingness to learn new things.
• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Skills
• Good organization and record-keeping skills.
• Good knowledge of financial and administrative procedures.
• Attention to detail and ability to follow established procedures.
• Good communication and interpersonal skills.
• Knowledge of UN or donor-funded project environments is an advantage.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Turkish is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
