Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background
UNDP Vietnam provides critical support in the areas of democratic governance and participation; inclusive and equitable growth; and sustainable development, climate change and disaster risk reduction. Efforts to support Viet Nam’s development agenda are firmly grounded in the context of the One UN Initiative and the One Plan III, the consolidated programme of work of all UN agencies working in Vietnam.
The presence of explosive ordnance (EO) can significantly impede human development. Landmines, cluster munitions, and other EO pose substantial obstacles to countries’ efforts to eradicate extreme poverty and reduce inequalities and exclusion simultaneously.
In Viet Nam, a government-led survey conducted from 2010 to 2014, known as the Landmine Impact Survey, found that all 63 provinces across the country were potentially contaminated. Provinces located in the central part of Vietnam are among the most affected. The 15 most contaminated provinces identified in the Landmine Impact Survey also have a high proportion of poor and near-poor households, particularly in the Central region.
Building on the achievements and lessons learned from the Korea-Vietnam Mine Action Project (KVMAP, 2018-2021), the Korea-Vietnam Peace Village Project (KVPVP) aims to promote inclusive, safe, and resilient local development by mitigating the impact of EO on local communities and supporting them in improving livelihoods and health.
The project is structured around two main outcomes and four related outputs. The first outcome, "human security," and its associated outputs focus on mine action, while the second outcome, sustainable rural development, emphasizes livelihoods and health, providing solutions for EO survivors and their communities. The project aims to provide best practices to enhance the mine action sector in Vietnam and to demonstrate how mine action activities can be closely integrated with other development solutions.
To continue supporting the effort to remove EO in Vietnam, KVPVP was developed through close collaboration between the Governments of the Republic of Korea and the Socialist Republic of Vietnam. The project comprises four sub-projects with four implementing partners, including the Vietnam National Mine Action Center (VNMAC) at the central level and three selected project city/provinces: Hue city, Quang Ngai and Gia Lai provinces.
Leveraging UNDP’s global and local technical expertise in mine action across various countries, including in Southeast Asia, its extensive experience in managing large projects in Vietnam, its strong governance and public administration expertise, and commitment to sustainable development, UNDP Vietnam has been entrusted by the Korea International Cooperation Agency (KOICA) to implement the project and provide technical support to partners.
Duties and Responsibilities
Reporting line: The Project Analyst will report to the KVPVP Project Manager.
The Project Analyst facilitates the effective implementation of the KVPVP by leading monitoring, evaluation, learning, and results-reporting activities. The role ensures rigorous data verification across human security and climate resilience sectors while supporting project communication and donor visibility. Key tasks include:
Ensure Project Monitoring and Reporting
- Lead project reporting, including quarterly, biannual, and annual reports, under the guidance of project leadership; ensure KOICA-related reports are provided in both English and Korean
- Lead the project M&E and provide technical oversight to provincial M&E focal points, ensuring the systematic collection and verification of data to track progress against targets in human security, climate resilience, and socio-economic recovery.
- Support to develop field-based data collection tools and evidence-based data collection methods and where necessary and provide support for training VNMAC and provincial-level enumerators.
- Coordinate with team members to enhance data management across all activities, maintain oversight of project delivery rates and provide early-warning alerts to management regarding performance variances
- Support and coordinate MEL activities conducted by the KOICA
Ensure Quality Assurance and Evaluation:
- Conduct field visits as required to verify the quality and quantity of activities.
- Coordinate data collection to support project final evaluation, ensuring that lessons learned and recommendations from the previous evaluations are integrated into current monitoring cycles
- Support the Project Manager in overseeing project risk management, including the implementation and monitoring of the Environmental and Social Management Plan (ESMP) and ensuring compliance with Social and Environmental Standards (SES) reporting requirements
Facilitate Knowledge management and Support Communication
- Provide technical guidance to the provincial M&E focal points to manage the project Grievance Redress Mechanism (GRM), ensuring that feedback and complaints from affected community members are recorded, tracked, and addressed in a timely and transparent manner
- Contribute to the development of Joint Project Coordinating Committee (JPCC) meeting materials and impact presentations to facilitate stakeholder review and high-level project oversight
- Contribute to project visibility by supplying accurate statistics, technical data, and identifying potential success stories; support the KVPVP team and GPT Communication Officer in developing the briefing notes, talking points, and donor visibility products
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Political Science, International Relations, Social Science, Project Management or related field is required, Or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in M&E and project reporting in mine action, climate resilience, or social inclusion
Desired skills:
- Good command of computers, office software package, and web-based management systems (especially database management)
- Demonstrate experience and skills in advanced M&E frameworks and field-level data verification.
- Experience in mine-action projects and monitoring Environmental and Social Management Plans (ESMP)
- Demonstrate experience and skills in producing high-quality project reports and donor visibility materials in both English and Korean.
- Experience in providing technical oversight for data management and meeting KOICA technical and visibility requirements is highly preferable
- Experience and good understanding of democratic governance issues in a middle-income country context.
- At least two years of proven experience working in the UN System and/or with development partners on ODA-funded projects.
Required Language(s):
- Fluency in English is required.
- Working knowledge of Korean is desired.
Travel:
- UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
