Title of the position: Local Consultant (Administrative Specialist)

Direct Manager: Chief Representative of JICA Ukraine Office

Job Location: Kyiv, Ukraine

Limit of remuneration Between USD 1,500 and USD 1,700 per month, Gross-basis (To be decided mainly based on the experience of the applicant. Actual Payment will be converted into UAH.) (*)

Appointment Duration: April 1, 2026 (earliest) to March 31, 2027

Note: This contract would be extended up to March 31, 2029, in maximum, basically with the same conditions, subject to the performance of the consultant and the agreement of both parties.

 

(*) Consultant is required to register the Independent Entrepreneur (i.e. FOP) status prior to signing the contract and is responsible for all relevant tax and duty obligations, such as income tax payments, etc.

1.     Outline of the Job Announcement

Background:

Japan International Cooperation Agency (JICA), Japan’s governmental agency, has been implementing various projects in Ukraine through the schemes of Japan’s financial and technical cooperation. In order to enhance and accelerate the cooperation projects, JICA Ukraine Office is looking for a dedicated consultant who will be able to proactively perform all the services stipulated below in a transparent and timely manner in Kyiv.

 

Scope of Services:

The Consultant is supposed to work under the supervision of the Chief Representative and Senior Representative of JICA Ukraine Office for the following duties and responsibilities:

 

Ÿ   Relevant documentation works in relation with JICA’s project, such as project registration etc.;

Ÿ   Translation of the relevant project document between English and Ukrainian;

Ÿ   Assisting in all kinds of office administration works to ensure the smooth operation of the office, including drafting official letters (in English and Ukrainian), making appointments, procurement of goods, securing accommodation and train tickets for the mission, facilitating communication with Ukrainian government officials, consultants, contractors (suppliers), and others as per instructions from supervisors; and

Ÿ   Conduct other occasional mandates requested by the supervisors.

 

Duration of the Assignment:

April 1, 2026 (earliest) to March 31, 2027

This contract would be extended until March 31, 2029, basically with the same conditions, subject to the performance of the consultant and the agreement of both parties.

 

Deliverables: Monthly report

Handover report when the consultant completes or terminates the contract

 

Place of Work: At JICA Ukraine Office (ILLINSKY Business Center, 8 Illinska St., Podil, Kyiv). There is no dedicated parking space for the consultant.

 

Limit of Remuneration Between USD 1,500 and USD 1,700 per month, Gross-basis. (To be decided mainly based on the experience of the applicant. Actual Payment will be converted into UAH.) (*) JICA Ukraine Office will provide the consultant with a laptop for daily work. Transportation costs to/from the office are required to be covered by the consultant himself/herself.

Essential Qualifications, skills and experience:

  • Bachelor’s degree (preferably relevant fields for JICA’s activities in Ukraine);
  • High proficiency in written and spoken English and Ukrainian languages;
  • At least 3 years of working experience at international institutions, governmental institutions or private firms;
  • Proficiency in standard Microsoft Office applications and relevant computer applications;
  • Familiarity with transparent working ways to ensure quality performance and outputs in cooperation with the Client and other staff working at JICA Ukraine Office;
  • Strong commitment to his/her responsibilities stipulated above for providing quality services and outputs;
  • Ability to implement tasks in a cooperative and proactive manner with essential discipline; and
  • Capacity to manage sensitive situations requiring work under pressure to deliver results within the prescribed time limits.

 

Desirable qualifications, skills and experience:

  • Experience in working for financial and technical cooperation projects conducted by JICA and/or Development Partners in Ukraine.

 

2.     Application Procedure

Preparation of Proposals

JICA adopts QCBS (Quality and Cost Based Selection) for this consultancy. The evaluation will be carried out through 3 stages as follows:

 

Stage 1: evaluation of written Technical Proposals*;

Stage 2: evaluation of Interview on their Technical Proposals by selected candidates;

Stage 3: evaluation of Financial Proposals**

 

Therefore, applicants are requested to submit a Technical Proposal and a Financial Proposal written in English in a PDF format separately. There is no specific format for the proposals; however, please ensure to include the following information.

 

*Technical Proposal shall include the following items:

Ÿ  CV indicating all past positions held, academic background, contact details, and a photograph of the applicant; and

Ÿ  A cover letter indicating why the candidate considers him/herself to be suitable for the consultancy (maximum length: 2 pages in A4 format).

 

**Financial Proposal shall include a proposed monthly remuneration for the consultancy. The upper limit of the remuneration is set at USD 1,700 per month.

 

Note 1: QCBS with 80% weightage to Technical Scores and 20% weightage to Financial Scores.

Note 2: The scores of Financial Proposals affect the final scores of candidates. e.g. in case equally competent candidates exist after reviewing their technical proposals, JICA will award this consultancy to the one who proposes the lowest monthly remuneration among them.

Note 3: JICA Ukraine Office will inform only successful candidates for Stage 2. The in-person interview will be conducted at JICA Ukraine Office in Kyiv. The interview dates for the candidates are to be coordinated individually.
