Organizational Setting and Reporting Relationship
While the position of Project Officer resides with the Transport Sector Division (SD1-TRA) within the Sectors Department 1 (SD1), you will be strategically assigned to the Armenia Resident Mission (ARRM) within the Central and West Asia Department (CWRD) based at our Resident Mission Office in Yerevan. Armenia.
You will report to the designated Technical International staff or Director, SD1-TRA, and the designated Technical International staff in ARRM.
Your Role
As a Project Officer, you will provide technical and operational support in project processing and implementation in the transport sector. The midterm review (MTR) implementation relates to this support, focusing on all transport projects, and its related operations. You will take a contributory role in their administration, under the guidance of the designated Technical International Staff. You will work with ARRM and ADB headquarter staff, government officials, and other external stakeholders.
You will:
- Oversee implementation of assigned transport projects by conducting reviews, monitoring progress, identifying issues, and coordinating corrective actions.
- Advise executing/implementing agencies on ADB procurement and consultant recruitment guidelines, review bidding documents, and ensure compliance with ADB policies—including safeguards and anti‑corruption measures.
- Participate in fact‑finding missions by reviewing technical designs, cost estimates, procurement packaging, and collaborating with government counterparts.
- Support project preparation through technical analysis, costing, and addressing related procurement and technical issues.
- Conduct transport sector research, analyze sector issues, update sector information, and prepare related reports.
- Contribute to sector assessments and maintain knowledge of government investment plans, approval processes, and sector‑related organizational structures and policies.
- Maintain Management Information System (MIS) and accurate data on implementation progress, contract awards, disbursements, and reporting deliverables for transport projects.
- Participate in Tripartite Portfolio Review Meetings (TPRMs) and Country Portfolio Review Missions, preparing background papers and providing input on transport sector portfolio performance.
- Support capacity‑building of executing agencies by assessing implementation capacity, identifying needs, and coordinating ADB-led development programs.
- Perform other responsibilities as assigned by your supervisor and as reflected in your workplan
Qualifications
You will need:
- Bachelor's degree in civil engineering preferably with advanced training.
- At least 8 years of relevant professional experience and demonstrated expertise in project management and implementation within the assigned sector
- Experience of different stages of the project cycle in transport sector (project planning / feasibility analysis / detailed design / project implementation / construction management / contract management) is desirable
- Sound knowledge of Armenian government administrative procedures
- Familiarity with accepted best practices of procurement and disbursement processes
- Written and verbal proficiency in English and local language (as applicable)
- Familiarity with local institutions.
- Proficiency in the use of technology packages (common word-processing, spreadsheets (can maintain complex spreadsheets) and graphics, PowerPoint and web-browsing and search engines).
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required.
This opening is a local staff position. It is open only to nationals and residents of Armenia.
This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years or not renewed. There is no limit on the number of renewals.
