Organizational Setting

This position is located in the FAO Field offices in different provinces. FAO Pakistan intends to install solar photovoltaic (PV) systems and related solar equipment across its offices in Pakistan to enhance energy efficiency, sustainability, and reliability of power supply. Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, the incumbent will report to the Project Manager/Team Leader and work closely with FAO administrative and technical teams, contractors, suppliers, and relevant authorities.

Technical Focus

FAO Pakistan seeks a qualified MEP / Solar Systems Engineer to support the design review, supervision, installation, testing, and commissioning of solar and associated electrical systems. Engineer will be used for offices and projects in development of specifications, technical evaluation of offers, contract management for mechanical, electrical and plumbing works.
To ensure compliance with international standards, safety regulations, and FAO technical requirements, requires a qualified MEP Engineer to oversee planning, design review, supervision, installation, testing, commissioning, and contract administration of MEP systems.

The incumbent will oversee and supervise MEP systems including\:

• HVAC (Heating, Ventilation, and Air Conditioning) systems
• Electrical power distribution and lighting systems
• LAN and structured cabling systems (where applicable)
• Solar/photovoltaic (PV) systems
• Lightning protection and earthing systems
• Backup power systems (emergency generators, ATS, UPS units)


Tasks and responsibilities

The MEP Engineer will\:

• Provide professional engineering services for design, supervision, and implementation of mechanical, electrical, and plumbing systems.
• Ensure all systems comply with applicable national and international standards and safety regulations.
• Support project management, contract administration, and quality control processes.
• Ensure timely completion and operational readiness of building service systems.

The MEP / Solar Systems Engineer will oversee\:
• Solar photovoltaic (PV) systems including panels, inverters, mounting structures, and battery storage (if applicable)
• Grid-tied and hybrid solar systems
• Integration with existing electrical distribution systems
• Backup power systems (generators, ATS, UPS units)
• Earthing and lightning protection systems
• Structured cabling and related electrical infrastructure (where required)
• Compliance with national and international electrical and safety standards

MECHANICAL SYSTEMS (HVAC & BUILDING SERVICES)

• Design and/or review HVAC systems including ventilation, air-conditioning, ducting, and exhaust systems.
• Supervise installation of chillers, split units, air handling units (AHUs), ventilation systems, and associated controls.
• Ensure compliance with applicable standards for indoor air quality and energy efficiency.
• Oversee installation of fire detection and fire protection systems (sprinklers, hydrants, alarms) in coordination with electrical systems.
• Review and supervise plumbing and mechanical pumping systems.
• Ensure compliance with applicable standards for indoor air quality and energy efficiency.
• Oversee installation of fire detection and fire protection systems (sprinklers, hydrants, alarms) in coordination with electrical systems.
• Review and supervise plumbing and mechanical pumping systems

PLUMBING & SEWERAGE SYSTEMS

• Design and/or review water supply, drainage, and sewerage systems.
• Supervise installation of piping networks, fixtures, pumps, water storage tanks, and wastewater systems.
• Ensure proper implementation of stormwater drainage and sewage disposal systems.
• Verify pressure testing and commissioning of plumbing systems.

ELECTRICAL SYSTEMS

• Review and supervise installation of power distribution systems, lighting, switchgear, panels, and cabling.
• Ensure proper grounding/earthing and lightning protection systems.
• Oversee installation and commissioning of backup power systems including\:
• Emergency generators
• Automatic Transfer Switches (ATS)
• Uninterruptible Power Supply (UPS) units
• Ensure proper integration of LAN systems, structured cabling, and data infrastructure (if within project scope).

RENEWABLE ENERGY & SPECIAL SYSTEMS

Design and/or supervise installation of solar/photovoltaic (PV) systems including panels, inverters, mounting systems, and battery storage (if applicable).
• Ensure compliance with energy efficiency and sustainability requirements.
• Oversee integration of renewable systems with main power supply and backup systems.

TESTING, COMMISSIONING & QUALITY CONTROL

• Review contractor submittals and shop drawings.
• Conduct inspections and monitor site implementation of MEP works.
• Oversee testing and commissioning of all systems including HVAC (Heating, Ventilation, and Air Conditioning), plumbing, fire protection, electrical, solar PV, LAN, and backup systems.
• Ensure preparation of commissioning reports and as-built drawings.
• Verify completed works and certify progress and final payment documentation.

CONTRACT MANAGEMENT & REPORTING

• Monitor physical and financial progress of MEP works.
• Review variations and technical changes.
• Prepare regular progress and technical reports.
• Support substantial completion and contract close-out procedures.

DELIVERABLES

• Reviewed and approved MEP designs and shop drawings for all FAO Pakistan offices.
• Site inspection and supervision reports.
• Testing and commissioning reports for all MEP systems.
• Certified payment documentation.
• As-built drawings and final completion documentation.
• Operational readiness verification of HVAC, plumbing, fire, electrical, LAN, solar PV, and backup systems (where applicable).

Minimum Requirements

• Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or related field (mandatory).
• Minimum 5 years of relevant experience in MEP design and supervision
o Proven experience in HVAC, plumbing, electrical systems, and fire protection systems.
o Experience in solar/photovoltaic systems and backup power systems is highly desirable.
o Proficiency in AutoCAD, Revit MEP, ETAP, Dialux, or equivalent engineering software.
o Strong knowledge of international standards (IEC, NFPA, ASHRAE, or equivalent applicable codes).
• Working knowledge of English and Urdu.
• National of Pakistan or resident of the country with valid work permit
