Organizational setting and reporting relationships

Working under the supervision of the Programme Manager for International Development, the incumbent will support the work of the Inter-Parliamentary Union (IPU) on international development, with a particular focus on assisting parliaments in addressing global health challenges and advancing the Sustainable Development Goals (SDGs) in line with the IPU’s strategic priorities.

Accountabilities

The Consultant will:

  • Support and devise capacity-building activities for parliaments to address key legal, programmatic and financial challenges affecting progress on health in their countries, particularly of marginalized populations.
  • Organize and implement, in cooperation with targeted parliaments, the various activities to strengthen parliamentary capacities and engagement on health.
  • Support the mobilization of parliaments and organization of activities at the global level.
  • Monitor project expenditures within approved funding and keep administrative records in respect of project activities.
  • Draft activity reports on the implementation of the project for submission to donors and the IPU governing bodies.
  • Provide material for publication on the IPU website and in other media on project activities and results.
  • Identify opportunities for cooperation with relevant entities and projects, and propose steps to implement such opportunities.
  • Provide, as requested, other assistance in areas relevant to the IPU’s work on health.

Work will involve regular interaction with:

  • Members of parliament and parliamentary staff
  • Officers of the United Nations and other partner organizations
  • Managers and staff of the IPU Secretariat
  • External collaborators and experts

Deliverables

Deliverables will include:

  • Capacity-building activities are conducted in at least one parliament (Zambia, Malawi).
  • Field visit by the Committee on Health is organized in India.
  • Relevant health activities are organized at the 2026 IPU Assemblies, the World Health Assembly and other relevant global forums.
  • Support is provided to the IPU President, Secretary General, Chair of the Committee on Health and other IPU office holders for their high-level engagements on health and sustainable development.
  • Assistance is provided to the Secretary of the Committee on Health.
  • Support is provided for the organization of the IPU SDG regional seminars for the Parliaments of Eurasia and Latin America and the Caribbean.
  • Narrative and financial reports to donors are compiled and submitted.
  • Other assistance in areas relevant to health and international development is provided as requested.

Requirements

  • University degree in political science, law, international relations or related fields.
  • Good knowledge of project management tools and techniques.
  • At least three years of proven experience in managing projects in an international environment. Demonstrated ability to achieve expected results and outcomes. Experience working with parliaments is a distinct advantage.
  • Excellent organizational and analytical skills.
  • Ability to work independently and as part of a team.
  • Excellent reading, writing and speaking skills in English and a working knowledge of French.

Duration

The consultancy is for up to 90 days of work over the period 7 April to 31 August 2026.

Location

The consultancy is home-based. The work may require occasional participation in activities and events in Geneva or elsewhere. It would also be possible, but not a requirement, for the consultant to work from the IPU Headquarters in Geneva.

Employment conditions

The External Collaborator is an independent contractor, is not considered to be an official or employee of the IPU and is not subject to the IPU Staff Regulations and Staff Rules. The External Collaborator is not entitled to recover from the IPU any income tax payable in respect of the fee provided under this contract and shall be solely liable for the payment of any national income tax due in respect of the emoluments payable under this contract. The External Collaborator will not be included in the IPU pension scheme.
