Mission and objectives

The United Nations Development Programme (UNDP) works in approximately 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequality and exclusion. The program helps countries to developing policies, leadership skills, partnership skills, institutional capacities, and to building resilience to sustainable development results.

The projects are carried out in partnership with the Brazilian government, international financial institutions, the private sector and civil society.

Context

Brazil received funds from the Green Climate Fund (GCF) for the project “Payments for REDD+ results for results achieved by Brazil in the Amazon biome in 2014 and 2015”. Results-based payments received by Brazil from the GCF will contribute to the implementation of actions in the forest sector of Brazil’s Nationally Determined Contribution (NDC) and the overall objective of Brazil’s National Strategy for "Reducing emissions from deforestation and forest degradation" REDD+ (ENREDD+).

This project has two main results: 1) Development of a pilot project on Payment for Environmental Services for the Conservation and Recovery of Native Vegetation (Forest+ Amazon Project). 2) Strengthening of the implementation of ENREDD+ in Brazil, through improvements in its structure and governance systems.

The Department for Policies to Control Deforestation (DPCD) of the Ministry of Environment and Climate Change (MMA) is responsible for supporting the development and implementation of public policies and economic instruments aimed at reducing deforestation and promoting sustainable land use in Brazil.
Within this framework, the Floresta+ Amazonia Project supports the use of positive economic incentives, including Payments for Environmental Services (PES), and contributes to national agendas related to REDD+, sustainable rural credit, climate finance and deforestation-free supply chains.

The UN Volunteer National Specialist will support the technical work of the DPCD and the Floresta+ Amazonia team, providing analytical and technical assistance related to economic instruments for deforestation control.

Task description

Under the supervision of the Floresta+ Amazonia Project Coordinator and the technical leadership of the DPCD, the UN Volunteer will carry out activities such as:

• Contribute to the implementation and monitoring of the Payments for Environmental Services (PES) pilot for family farmers under the Floresta+ Amazonia Project.
• Engage in activities related to the REDD+ agenda, including technical discussions and inputs to ongoing policy processes.
• Produce technical analyses related to sustainable rural credit and economic instruments linked to climate, forests and land use policies.
• Provide technical inputs to discussions on deforestation-free supply chains and positive incentives for sustainable production.
• Review and analyze public projects submitted to climate and forest finance mechanisms, including the Amazon Fund.
• Support the preparation of technical notes, briefings and strategic inputs for senior management.

Results/Expected Outputs
• Technical and analytical contributions provided to the Floresta+ Amazonia Project and the DPCD in economic instruments for deforestation control.
• Inputs delivered to technical notes, background analyses and internal briefings related to PES, REDD+, sustainable rural credit and climate finance.
• Timely analytical inputs contributing to policy discussions and decision-making processes within the Ministry.
