PROJECT BACKGROUND
The Asia Low Carbon Buildings Transition (ALCBT) is a five-year regional project (2023-2028) implemented across five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project is funded by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) of the Federal Government of Germany.
The Global Green Growth Institute (GGGI) leads the implementation of ALCBT in a partnership with a consortium comprising of Energy Efficiency Services Limited (EESL) from India, the HEAT International from Germany, and the ASEAN Centre for Energy (ACE). In Cambodia, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) serves as the government counterpart for project implementation.
The project seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Cambodia. The outcome of the project is the technical, planning, and institutional tools for low carbon buildings successfully implemented by key public and private sector stakeholders by the mid of 2028. The result will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries (Output I); enhancement of capacity for current and future building industry practitioners (Output II); and establishment of financial pathways for low carbon buildings (Output III). Additionally, project knowledge and tools will be accessible online and promoted systematically to stakeholders in project countries, across ASEAN and globally to create market demand, promote replication and scaling up of approach (Output IV).
During the 2nd Project Steering Committee meeting in January 2026, MLMUPC requested the development of a roadmap to guide future planning, coordination, regulation, and implementation of the Low Carbon Building (LCB) initiatives. This activity falls under Output I of the ALCBT project.
POSITION SUMMARY
GGGI Cambodia seeks to recruit a National Consultant to work closely with the General Department of Construction (GDC) of the Ministry of Land Management, Urban Planning and Construction (MLMUPC) to develop a comprehensive, strategic and actionable Low Carbon Building (LCB) Roadmap for Cambodia.
The roadmap will serve as a strategic and actionable framework to guide MLMUPC in defining the necessary policy, regulatory, and institutional measures required to establish a robust green building ecosystem. It will position MLMUPC to play a leading role in advancing policy development, strengthening inter-ministerial coordination, mobilizing resources, and effectively managing and scaling LCB initiatives nationwide.
SCOPE OF WORK
In consultation with GGGI Cambodia, the consultant will:
Policy and Institutional Review
- Building on the ALCBT’s reports and assessments, conduct a comprehensive review of existing laws, sub‑decrees, Prakas, policies, and institutional mandates relevant to low‑carbon and energy‑efficient buildings.
- Analyze roles and mandates of key government institutions i.e. MLMUPC, MoE, MME to clarify leading and supporting roles and identify areas of overlap or gaps in LCB implementation.
Review existing initiatives
- The Consultant will conduct a comprehensive review of all ongoing and planned initiatives related to green and low-carbon buildings in Cambodia, including but not limited to those led by ADB, NCBTR, GDC, UNDP, the UK Embassy, EnergyLab, UNESCAP, IFC, EU, and other relevant stakeholders.
- The Consultant will also review regional and international best practices on green and low-carbon building development, drawing lessons from countries such as Singapore, Vietnam, and Philippines, to inform the design and implementation of Cambodia’s Low Carbon Building Roadmap.
Mapping and Analysis
- Map and assess the key outputs of ongoing low-carbon and energy-efficiency building initiatives in Cambodia (including ALCBT), in order to identify existing tools, regulatory and policy gaps, financial mechanisms, institutional capacities, and coordination frameworks.
- Define and prioritize short-, medium-, and long-term actions required to establish an enabling environment for a robust green building ecosystem.
- Identify strategic areas where MLMUPC should take a leading role, including opportunities for joint implementation of regulatory, technical, and institutional actions in coordination with relevant government agencies and stakeholders.
Capacity Needs Assessment
- Identify institutional and technical capacity needs within different ministries following the consultations and meetings with key ministries, and provide actionable recommendations for medium‑ and long‑term capacity development plan.
Roadmap Development
- Prepare a roadmap towards decarbonization of the building sector and in line with NDC 3.0. This should include all short-, medium-, and long-term actions required to establish an enabling environment for a robust green building ecosystem along with implementational mechanism.
- Facilitate technical working sessions with GDC and relevant MLMUPC departments to prepare the Roadmap in Khmer, ensuring accuracy, clarity, correct spelling and adherence to formal government document formats and layouts.
- Lead consultation meetings with GDC leadership and Senior Management to refine and prioritize regulatory areas for development (e.g., sustainable construction materials).
- Conduct external consultations with relevant government ministries to validate the roadmap and its institutional arrangements.
Reporting
- Prepare and deliver high‑level Khmer‑language presentations to MLMUPC Senior Management to secure political buy‑in for Roadmap’s approval.
- Provide regular progress updates and technical briefs in English to GGGI/ALCBT teams.
- Present the roadmap in 3-5 consultation meetings and workshops.
DELIVERABLES AND PAYMENT SCHEDULE
The payment will be made upon GGGI’s review and approval following the submission of the deliverables for each milestone, and within the due dates specified in the table below:

EXPERTISE REQUIRED
The consultant must meet the following requirements:
- Master’s degree in civil engineering, architecture, environmental engineering, regional planning, construction and urban development, sustainable building design, environmental management, public policy, economics, international development, or related fields.
- Minimum 5 years of experience working with the public sector on policy development, regulatory frameworks, or institutional coordination in Cambodia.
- Demonstrated experience working directly with Royal Government of Cambodia institutions such as MLMUPC, MME, MOE, or MEF in Khmer-language settings.
- Knowledge of MLMUPC administrative processes and official document formatting.
- Proven experience drafting strategic roadmaps, action plans, or national guidelines, preferably experience with drafting document in Khmer language.
- Ability to prepare and deliver "buy-in" style presentations to Senior Management.
- Native-level Khmer fluency, with the ability to draft high‑quality technical documents suitable for submission for approval by minister.
- Strong English writing and communication skills for technical briefs and reporting to the GGGI/ALCBT team.

- All candidates will be evaluated against the expertise required. Selected candidates will be interviewed by a panel of experts. Final decision and offer will be made maximum two weeks after the last interview.
