About this position

We are looking for an experienced Economist to join the Peru Country Office Team. As a Country Economist, you will perform a wide range of functions that contribute to the achievement of the country’s economic growth and social development. This includes providing economic monitoring and analysis of development needs and results, within the context of the IDB’s mandate.

You will be a member of the Country Team, reporting directly to the Regional Economic Advisor (REA), and working closely with the IDB Representative in Peru, under the Country Department for the Andean Group (CAN). CAN is responsible for promoting and developing the Bank’s country strategies and programming in Bolivia, Colombia. Ecuador, Peru and Venezuela.

What you’ll do

Dialogue with the country (a) Analyzes and monitors Peru's macroeconomic developments, generating knowledge for the Bank and identifying key risks and opportunities. Stays up to date with microeconomic issues affecting market/sector functioning (labor market, banking sector). (b) Leads and contributes to research for the Country Diagnostic for Impact (CDI), Country Engagement Notes, Country plans, or Country Strategy, and supports the design and implementation of the Bank's program. Identifies critical areas for the Bank's dialogue with the country. (c) Develops and leads the evaluation, preparation, monitoring, and reporting of the Country Strategy. Participates in policy dialogue with counterparts (MEF, Central Bank) and supports exchanges with the private sector and other stakeholders. (d) Monitors and analyzes key social trends in the country. (e) Provides technical support to counterparts across different areas under the guidance of the Country Representative. (f) Keeps abreast of the activities of multilateral agencies and donors and supports coordination efforts with them. Knowledge management (a) Generates analytical and policy-relevant knowledge that contributes to identifying growth solutions for the country and the region. (b) Identifies the needs of the Country and the Counterparts in economic terms, including sectoral challenges. Stays up to date on national trends, as well as on the perspectives of authorities and other relevant institutions. (c) Develops and leads a knowledge generation, enhancement, and dissemination program for the country. (d) Leads the country-level research and analytical agenda, with the expectation of delivering high-impact, publishable work that informs policy dialogue. (e) Identifies best practices and relevant knowledge products, both internal and external to the IDB and provides country-level knowledge inputs to other sectors of the Bank. (f) Participates in economic forums and maintains external networks to contribute to and capture knowledge on factors affecting countries, and to broaden access to relevant expertise.(g) Works closely with sector specialists to put into context studies coordinated by them, ensuring that policy recommendations or sectoral and multisectoral actions accurately reflect country realities. (h) Remains up to date on the generation of knowledge from other relevant institutions in the country and external. Internal corporate management (a) Represents the Bank in discussions that address institutional initiatives at the strategic level. (b) Contributes with the local vision to transversal regional initiatives. (c) Prepares periodic reports on the macroeconomic outlook, and prepares inputs for several reports on the economic, political and social situation in the country. (d) Manages with the Coordinator the relevant activities of the country's work plan. Programming (a) Prepares the documents for macroeconomic safeguards of the institution and coordinates with the REA the process of approval of the documents. (b) Leads the identification of operational risks and opportunities. (c) Participates and provides strategic and analytical inputs for programming dialogues. (d) Contributes to the country programming processes and their alignment with the Country Strategy. (e) Ensures the consistency of operations with the country's challenges and the logic of intervention based on the available information about the country. Design and execution (a) Reviews the viability and alignment of lending operations and technical cooperation with the bank's program priorities in the country. (b) Participates in the project cycle of the operations contributing on the quality of the projects, central or strategic issues and the results matrix schemes.(c) Analyzes trends of lessons learned in the economic, social and political or institutional area at the close of operations.

What you'll need

•    Education: Ph.D. or Master’s degree in Economics or a closely related field.
•    Experience: Minimum six (6) years of relevant experience in economic research, economic monitoring, analysis of economic information, econometrics, impact evaluations and fiscal sustainability. Years of PhD studies count towards years of relevant experience. Proven knowledge of standard debt analysis techniques, balance of payments current account and sustainability analysis is a requirement for this position. Experience in policy issues and development problems in the countries of the region. Experience working in the IDB or other multilateral development organizations, as well as proficiency in econometrics software (STATA, R, MATLAB, etc.) preferred.
•    Languages: Proficiency in English and Spanish.

Type of contract and duration

•    International staff contract, 36 months initially, renewable upon mutual agreement.
