Job Description

Introduction

Under the overall supervision of the Head of Supply chain Unit and direct supervision of the Supply Chain Officer (SCO), and in close collaboration with the CO Programme Managers, the successful candidate will be responsible for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal  price and in a timely manner. This position is UG equivalent to G5.

Responsibilities

    1. Assist in coordinating and monitoring all supply chain activities for the all programs, including procurement planning, budgeting, and scheduling of reintegration-related goods/services. Prepare regular procurement status reports SC management. 

    1. Undertake regular field missions to support the procurement of in-kind assistance for IOM beneficiaries. 

    1. Support various teams in supply chain processes (planning, procurement, logistics) in compliance with IOM rules and donor requirements. Provide guidance to field staff on procurement procedures for reintegration activities. 

    1. Review all procurement requests, identify/review suppliers (especially local vendors for cost-effective reintegration support), and maintain an updated roster of pre-qualified vendors. Evaluate vendor performance based on operational needs. 

    1. Manage full procurement cycle for from soliciting bids/quotations (RFQs, ITBs) to evaluating offers, ensuring compliance with IOM procurement thresholds. Prioritize timely procurement of reintegration support items. 

    1. Assist all program teams in developing tender documents for reintegration-related services (vocational training, business grants, counselling). Ensure transparent bidding processes per IOM regulations. 

    1. Monitor contracts for programs-critical services and flag renewal needs. Coordinate with finance on payments. 

    1. Process vendor invoices and payment prioritizing time-sensitive payments for returnee support in coordination with IOM finance. 

    1. Maintain meticulous records of all procurements, ensuring audit readiness. Generate procurement analytics to inform reintegration program planning. 

    1. Conduct market assessments to identify new suppliers who can support SC objectives. 

    1. Submit weekly/monthly procurement status reports highlighting program-specific procurement metrics. 

    1. Perform other procurement-related tasks supporting program implementation as assigned 

Qualifications

Required Qualifications and Experience

Education

    • University Degree in Business Administration, Management, Logistics, Supply Chain Management or a related field from an accredited academic institution with three years of relevant professional experience; or,  

    • High school diploma with five years of relevant professional experience  

    • Certification in Procurement, Logistics, Asset Management or Supply Chain Management is an advantage 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

    • Experience providing support to supply chain management, asset management and logistics and working with vendors and service providers.  

    • Experience with asset management process.   

    • Experience working with IOM/UN Supply chain, asset management and Logistics Rules and Procedures is an advantage  

    • Experience working in an international organisation in a multi-cultural setting an advantage 

Skills

  • ​High level of computer literacy

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Amharic is required (oral and written). 

DESIRABLE

Afaan Oromo, Tigrigna, Somalia, and other languages in Ethiopia is an advantage
