Organizational Context and Scope
Under the overall supervision of the Head – Programme Development and Support Unit and the direct supervision of the Monitoring & Evaluation Officer, the M&E Data and Information Management Associate - in coordination with Programme Managers and Units - will be responsible for the following activities related to Data and Information Management functions.
Responsibilities
Support and coordinate the enumerator’s data collections during distribution of items, trainings, awareness sessions, community events, focus group discussions and recreational activities.
Regularly test and review information and data collection tools for IOM’s ongoing programs, verifying compliance with relevant monitoring and reporting requirements through KOBO.
Provide technical support on the information and data collection process in coordination with the programme team and reporting focal points.
Support the compilation and drafting of various M&E related reports, including weekly activity reports, monthly newsletter, dashboards, analysis, and quarterly reports.
Support the compilation and processing of information and provide accurate and timely data on IOM Libya Power BI report Server and KOBO.
Generate local level information products such as dashboards, fact sheets, info sheets, weekly updates and support on information sharing and dissemination to all relevant channels, for the IOM programmes in Libya.
Provide general support for the development of monitoring surveys, training modules for the stakeholders as required for the implementation of information management mechanisms to facilitate smooth roll out.
Support organization of M&E capacity building exercises for all units and external partners and train participants.
Support the M&E Officer in liaising with the Common Feedback Mechanism system in Libya and the other partners working within the M&E fora.
Support in planning and coordinating enumerators travel assignments to cover unit’s activities outside of duty stations.
Document and maintain the monitoring and evaluation data, results, and reports in the M&E repository.
Review IOM project's results matrix to understand the key indicators and targets that need to be collected.
Collaborate closely with project teams to review, refine, and align data collection methods with the specific indicator requirements outlined in the results matrix, verifying that the data gathered effectively measures progress towards project goals and targets.
Provide technical support to project development officers in validating project proposals, facilitating the adequacy and suitability of the project results matrix for submission.
Assist in carrying out an internal project evaluation at the project's conclusion to assess its performance based on key criteria such as coherence, effectiveness, efficiency, impact, and sustainability when necessary.
Provide essential data and inputs to HQ and RO to showcase the mission’s implemented activities when needed.
Assist in the review and utilization of M&E budget lines within projects.
Support in raising purchase requests (PRs), to acquire necessary items or services in accordance with the organization procedures.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Bachelor’s Degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with at least three years of relevant professional experience; or,
High School diploma with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in working with migration related issues.
Work experience from an international organization is an advantage.
Previous experience in an international, humanitarian/development organization and/or in capacity building initiatives is an advantage.
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality.
Experience preferably in an international organization. Experience with IOM or another international organization a plus; or master’s degree in the above field is an advantage.
Ability to pay close attention to details and work with minimal supervision.
Ability to work under pressure and meet deadlines.
Ability to work effectively and harmoniously with a team of colleagues.
Strong knowledge of MS Office applications especially Excel, and good knowledge of Adobe software (Photoshop, Illustrator, InDesign). Preferred knowledge of GIS software.
Skills
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
Knowledge of UN and bilateral donor programming.
Knowledge of financial rules and regulations.
Knowledge of data collection tools and monitoring processes.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in English and Arabic (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
