What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

ICT Specialist 2 manages and organizes all ICT systems and services in the location where s/he is posted. S/he assists the ICT Manager in designing and installing ICT infrastructure.

Relationships


  • Internally, interacts with ICRC employees.
  • Externally, interacts with local suppliers.

Accountabilities & functional responsibilities

  • Provide support for Level 2 ICT Service Requests and ensure compliance with policies that govern the Global ICT Support Model framework.
  • Enforces the use of the ICRC service portal for ICT requests and incident reporting
  • Under the technical supervision of the ICT Coordinator, participate in planning, deployment, and maintenance of ICT systems such as PABX, data networks, Radio systems (VFH&HF), VSAT, etc.
  • Installs, maintains, and repairs IT hardware, infrastructure (LAN, SDWAN, wireless), and telecom (VHF, SAT phones, and UC) in line with ICRC standards.
  • Follow-up of ICT projects in the defined area of responsibilities, in coordination with the ICT Coordinator and other relevant departments.
  • Ensures existing ICT infrastructure is functional and performs regular quality control checks
  • Exploit and adapt existing systems, mainly independently.
  • Ensures that global and country-level policies and procedures are implemented and followed.
  • Participate in maintaining proper tracking of ICT equipment allocations, conduct regular physical checks, and monitor shipments to and from other ICRC sites.
  • Assist in ensuring that the inventory is accurate, comprehensive, and reliable, and that the ICT stocks are adequately managed.
  • Collaborates with the ICT team, suppliers, and service providers to ensure that requested goods or services are delivered according to the established standards.
  • Prepares for meetings by setting up rooms and materials, including technical set-up for conference calls, presentations, and video conferences.
  • Keeps technical documentation up to date for all IT installations.
  • Briefs new staff on standard computer systems (hardware and/or software), information management, information security and compliance with visual identity rules, correspondence protocol, etc.
  • Reports regularly or upon request to his superiors on the department’s activities, pending, state of projects, problems, etc. for the sites under his/her responsibility.
  • Other duties as assigned.

Certifications / Education required

  • University degree in Computer Science, Telecommunications, or related field from a recognized institution.
  • Professional certification in the domains of Network, Operating Systems, and Software 
  • ICT management certification (ITIL) is an asset

Professional experience required

  • At least 4 years of troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • Proven technical troubleshooting and problem-solving skills
  • Experience in first-level support, LAN/WAN, Cyber Security, and Cloud computing.
  • Good knowledge in Telecommunications (VHF, HF, VSATs, PBX, Telephony, etc.)
  • Experience in MS Teams environment, Project Management, and cybersecurity
  • High degree of flexibility and responsiveness.
  • Very good language skills in English and Amharic
  • A driving license with experience is a big plus
