Context
Djibouti’s Ministry of Health is dedicated to strengthening its tobacco control policies to safeguard public health. Building on current achievements and following the tobacco control mission that took place to Djibouti to initiate the process of developing and adopting a national level strategy for tobacco control, the WHO WR office seeks a qualified UNV to support the National Tobacco Control Strategy, ensuring it reflects a multisectoral approach and addresses contemporary tobacco-related challenges. The UNV will work closely with key stakeholders, collect feedback, and prepare comprehensive materials for the strategy’s official launch.
Objective of the Assignment:
· To finalize Djibouti’s National Tobacco Control Strategy
· Incorporate stakeholder feedback,
· Prepare all necessary materials for its official launch, ensuring alignment with international best practices MPOWER policies and the WHO Framework Convention on Tobacco Control (WHO FCTC).
· To support MoH the revision of the multisectoral committed decree on Tobacco control and the preparation of supporting documents for the ratification of the protocol.

Task description
The UNV will undertake the following tasks:
Output 1. Review and Finalize the National Tobacco Control Strategy Document
Deliverable 1.1 - Conduct an in-depth review of the current draft strategy.
Deliverable 1.2 - Identify any gaps or areas for enhancement to align with best practices and current national objectives and refine the document, ensuring it addresses key tobacco control elements such as prevention, cessation, enforcement, and public awareness.
Output 2. Engagement, Consultation and incorporation of stakeholders
- Identify and engage relevant sectors (including health, education, finance, media, customs, and others).
- Distribute the draft strategy document for feedback and organize consultations with each sector.
- Collect, analyze, and document feedback from all stakeholders.
- Revise the strategy based on the feedback received, ensuring multisectoral alignment and addressing any sector-specific recommendations or concerns.
- Prepare a consolidated report summarizing the feedback and detailing how it has been addressed in the revised strategy.
Output 3. Preparation of Launch Materials and facilitation of launch event
Deliverable 3.1 - Develop all necessary materials for the official launch of the National Tobacco Control Strategy,
Deliverable 3.2 - Support the Ministry of Health in organizing the launch event and erve as a lead presenter or facilitator, if requested, providing a clear overview of the strategy and addressing questions from participants.
Output 4 multi-sectoral action and final report
Deliverable 4.1 - support the MoH to revise the multi-sectoral committee ensuring that new ministries and key stakeholders are involved
Deliverable 4.1 - support the MoH to prepare the supporting documents for the ratification of the protocol
Deliverable 4.3 - Submit a final report summarizing the work conducted, feedback received, and the final strategy document including recommendations for the next steps in implementation and suggestions for sustaining stakeholder engagement.
