Duties and Responsibilities

The incumbent: 1. Under the supervision of the Chief ICIP, technical guidance from Housing and Camp Improvement Division, ICID, HQA and in coordination with the Camp Improvement team, develops the Camp Improvement Plan, including Community Development Plan, Urban Improvement Plan and Action Plan, utilizing urban planning tools, spatial analysis, mapping and data visualization. 2. Promotes and supports the participatory approach to ensure Camp community’s needs are integrated into planning and future projects and prepares concept project proposals for identified priority ones. 3. Lead the Camp Improvement Planning process including the data collection and conducting integrated analysis, research and analysis of the existing infrastructure, land use and other conditions; coordinate with the CIP team in seeking input related to demographics, socio-economic conditions, spatial analysis and others. 4. Reviews and contribute to the development and drafting of technical reports, concept project notes, action plans and project proposals. 5. Prepares and produces plans, graphs, diagrams and sketches using software such as CAD and other design tools 6. Provide technical support in conducting stakeholder analysis ensuring that the process is participatory and inclusive. 7. Coordinates and seeks input from relevant internal stakeholders including UNRWA’s programmes (education, health and RSS) and external, including host authorities related to camp improvement planning and projects. 8. Keeps close coordination with the FICIP colleagues, Camp Improvement team and Housing and Camp Improvement Division, HQA, to ensure quality of the works produced and meeting technical standards and specifications. 9. Performs other duties as may be assigned by the supervisor(s).

Qualifications/special skills

A university degree in the fields of Urban Planning, Urban Design, urban studies or similar. 1- At least six years of professional experience in urban development, preferably in refugee camps or dense urban contexts, including 2 years in participatory or community planning or community development. 2- Experience in the use of standard office software and specialized computer applications such as CAD, adobe suite.

Languages

Good command of written and spoken English and Arabic

Additional Information

DESIRABLE QUALIFICATIONS 1- Experience of working with UN or humanitarian agencies. 2- Familiarity with the Palestine refugee’s context. Competencies: 1- Applying technical expertise 2- Creativity and ability to take initiative. 3- Excellent communication skills to engage with the local community in planning and works. 4- Ability to work under pressure. 5- Drive for results
