Organizational Setting

The Food and Agriculture Organization of the UN (FAO) is a specialized agency of the United Nations that leads international efforts to defeat
hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives.

The FAO Partnership and Liaison Office in the Republic of Kazakhstan is responsible for developing, promoting, overseeing, and
implementing strategies for addressing food security, agriculture, and rural development priorities in the country in close collaboration with the Ministry of Agriculture of Kazakhstan and other national stakeholders.

Reporting Lines

The Finance Assistant will work under the overall supervision of the Head of Office, the direct supervision of the Programme Officer/Team Leader, and in close collaboration with other Administrative and Operations units, and relevant counterparts in the Regional (REU), Subregional (SEC) Offices and HQ, as needed.

Technical Focus

The Finance Assistant supports the development and maintains processes related to the financial aspects, ensuring compliance with FAO norms and procedures.

Tasks and responsibilities

• Provide support in all matters relating to finance and accounting management and payments;
• Update and maintain financial records (including monitoring tables) and monitoring systems to record and reconcile expenditure, balances, payments, financial statements and other data for day to day transactions and reports; including reviewing source documents for completeness, accuracy and validity, processing of day to day transactions in GRMS; and maintenance of clear audit trail and compliance with rules and regulations;
• Prepare general correspondence on general financial and account matters and financial documents (including requests for reimbursements, accounting adjustments); identify and assess financial issues; verify propriety, accuracy, correctness and completeness of system input data, basic records and other documents; reconcile accounts; detect errors and initiate necessary adjustments
• Review calculations of project activities and provide guidance in terms of disbursement, transfer of funds, and clearing of outstanding advances; including undertaking relevant follow ups, reporting and provision of guidance on actions to be taken;
• Answer queries from budget holders on financial issues, expenditure coding, document processing and provide advice and guidance to the budget holders concerning financial regulations and rules and accounting instructions of the FAO;
• Provide training / guidance / briefing to new hires to acquaint them with various financial matters, and the correct application of financial rules and regulations;
• Perform other related duties as required.

Minimum Requirements

• Completed Secondary School of Education supported by training in Finance, Accounting, Business Administration, Economics, or a related field.
• At least three (3) years of relevant experience in finance, accounting, budget management, and/or financial operations within projects or programmes, including liaison with multiple stakeholders.
• Working knowledge of English, and Russian.
• Working knowledge of Kazakh will be an asset.
• National of Kazakhstan or resident of the country with valid work permit
