Gaza Area Manager* 

in Gaza 

The position is to be filled as soon as possible, with an initial contract duration until 31.12.2026. There are good prospects for an extension. Employment location will be Gaza, Palestine, State of (PS). 

As the Gaza Area Manager, you’ll take the lead in ongoing and future WHH operations in Gaza. You'll coordinate, facilitate and manage WHH's works in Gaza while taking the lead in representing WHH within the humanitarian and development community. You’ll actively take part in coordination mechanisms, help design WHH’s strategy in Gaza and scale up its efforts. You’ll manage the WHH team in Gaza, ensuring timely and compliant implementation of operations while promoting a safe and healthy working environment. You’ll frequently travel to WHH’s hub in Amman to work with the coordination team. The role also includes a staff care package with access to rest and recuperation (R&R) periods in Jordan.

Your responsibilities

Coordination and Leadership

  • Lead in establishing WHH as a key humanitarian and development organization in Gaza, by actively contributing to the overall humanitarian response and supporting joint humanitarian and development efforts.
  • Represent WHH in humanitarian and development coordination meetings, ngo platform meetings dedicated to Gaza, and all such level meetings in the strip, and report on these to the head of mission and relevant staff members as needed.
  • Ensure that all projects implemented in the region are reported adequately to clusters, and in a quality manner to donors or the head office.
  • Ensure that WHH is taking active part in rapid response in Gaza whether these are joint or individual agency efforts.
  • Develop high-quality strategies and plans that contribute to raising the profile of WHH as a lead response expert organisation in Gaza.
  • Provide monthly situation briefs. 
  • Work actively with partners to build their capacity and to develop, improve and harmonize tools for emergency programming.   

Programs

  • Actively lead identification of needs, facilitate response to these needs, or suggest new intervention options ensuring adherence with WHH Palestine response strategy of WHH and the UN lead humanitarian and recovery response. 
  • Actively participate in the design of proposals and strategies that are covering the region, ensure participation of the area team in these and facilitate the participation of other stakeholders in these. 
  • Ensure overall implementation of the programs in Gaza with direct oversight of the project managers and/or partners. 
  • Closely follow up on partners' work, engage with their management to identify/solve partnership issues, take lead in expanding WHH's partnership portfolio in Gaza,
  • Support project managers in the implementation of their programs, suggest solutions to bottlenecks faced by project managers and troubleshoot the head of programs, technical coordinators/advisors or other heads of departments on challenges in implementation.
  • Take the lead in project cycle management for projects without dedicated head of projects.

People Management and Safeguarding

  • Identify HR structure needs of the operations in Gaza, prioritize and propose positions to be opened in coordination with relevant departments, collaborate with the HR department in recruitment of staff members.  
  • Lead in establishing a safe and pleasant working environment in WHH’s Gaza operations, be responsive to the needs of the staff, raise issues with the head of mission and HR department. 
  • Promote safeguarding policies of WHH and suggest/take measures to improve adherence to the policies. 
  • Identify highly motivated staff, support their capacity building and career development in coordination with HR department and the relevant departments. 
  • Ensure day-to-day management of staff directly reporting to the Response Manager in Gaza. 

Security Management 

  • Act as the principal security focal point in Gaza. 
  • Jointly prepare area security management plans and such with the Access and Security Advisor and officers. 
  • Closely coordinate with the Security Advisor and the Head of mission on security developments in the region, suggest or in case of urgency undertake action for the safety and security of the personnel and visitors in the region. 

Compliance, Logistics and Finance 

  • In coordination with the respective heads of departments, ensure that all finance and logistics procedures are compliant with internal and national procedures, 
  • Support logistics, finance and other support personnel by offerign solutions to the challenges they face in coordination with the relevant head of department
  • Ensure that Gaza Area Office operates in line with all systems and policies of WHH and continously work on imporvement of these.

Your profile

  • At least 5 years experience in a humanitarian organization with minimum 3 years at a management role is required
  • Experience in high risk conflict zones and olitically complext environments is required
  • Area Management, Emergency Response Coordination and similar previous roles would be an added value
  • Experience in Area Based Coordination, HCT and other inter-agency coordination platforms would be an asset
  • Expert knowledge on project cycle management and good skills in humanitarian and development project design is required
  • Experience in organizations working in food security, livelihoods, food systems, market systems, economic recovery and nutrition would be an added value
  • Experience in Gaza and Palestine would be an added value
  • Excellent spoken and written English is required
  • Arabic skills would be an added value
  • Academic background in humanitarian action, development studies, administration, management, political science and similar is preferrable
  • Good Microsoft Office skills are required
  • Ability and willingness to be based in Gaza is a must
